STAFF REPORT
A staff and Council Ad Hoc Committee has met reviewed and
prepared a "Letter of Interest" for use in selecting a con-
sultant for the design of a new police facility. The purpose
of a Letter of Interest is to screen down the number of
consultants that would be submitted for a Request for
Proposal (RFP). A schedule is provided separately outlining
target dates for actions related to a formal recommendation
to the Mayor and Common Council by the Ad Hoc committee on a
RFP for the new police facility.
Due to crowded conditions for the police Department, plans
for construction of a new police facility must proceed as
quickly as possible. The RFP schedule for this project sets
forth a very tight sequence of actions to be taken. Thus. an
urqencv exists for considerinq this matter on the 5/11/87
supplemental Council Aqenda.

INTRODUCTION:
The City of San Bernardino, California, is soliciting a
letter of interest for a space and site study for the admin-
istrative offices of the Police Department. The City of San
Bernardino had a population of 118,794 for the 1980 census
and estimated at 140,000 now. Thus, there has been consider-
able community growth creating an increased demand for police
services. The Police Department has 244 sworn personnel and
a total of 372 employees. The consultant shall study the
current administrative office space allocations and determine
space requirements to accommodate future needs. Also, a site
analysis will be conducted to determine an adequate location.
The letter of interest is to be oriented to an overall and
general approach to facility planning. Since this letter of
interest will be followed by a Request for Proposal (RFP),
consultants should respond accordingly.
BACKGROUND INFORMATION
The present Police Station located at 466 W. 4th Street is a
remodeled Bank and Elks Lodge Building with about 32,000 sq.
ft. Parking for official police vehicles is provided. No
parking is provided for police employees. However, employees
may park in the adjoining Central City Parking Lot #2, on a
space available basis.
Dispatch functions, for both Police and Fire Departments and
the Emergency Operating Center are located in the basement of
City Hall. Also, the police mini-computer is located in the
basement of City Hall. Parking for City Hall and surrounding
buildings is located in the adjacent 5-1evel parking
structure. A section of the basement is reserved for City
vehicles.
The city Hall is located within a high ground water area. At
the present time, ground water is about 23 feet below the
ground surface. There has been some concern that the base-
ment of city Hall could be uninhabitable due to liquefaction
resulting from a major seismic event. Also, that the City
vehicles parked in the lower level of the adjoining 5 level
parking structure could be rendered unavailable for use.
PROPOSED IMPROVEMENTS:
It has been proposed by the Police Department that a new
Police station be constructed to:
1. Provide more space for current and future
administrative offices.
2. Provide employee parking and fleet parking.
3. Provide greater protection from liquefaction.
4. Provide adequate site for the needed building and
grounds.

It is desired to plan this facility to accommodate future
needs.
DESIRED SERVICES:
It is the desire of the City of San Bernardino to retain the
service of a qualified experienced consulting firm to perform
a space needs study and a site needs study. This study will
address what is needed to accommodate future needs to the
year 2010, 2020 and 2030. Also, if the facility should be
built to allow easy expansion, or if the ultimate space
should be provided and the extra space leased out until
needed.
An analysis of the proposed sites of the susceptibility to
liquefaction may be needed. The current Police facility does
not now include a detention facility nor are such facilities
anticipated except minimal temporary detention rooms. The
site study will need to determine the acreage required to
accommodate the new station, and parking for fleet and
employees' vehicles. Amenities, such as landscaping, will
also need to be considered. A general relationship and
interaction plan is desired but no specific design nor
schematics will be required.
Single story versus mUlti-story will also be addressed.
CONSULTANT OUALIFICATION
If you feel that your firm possesses sufficient experience
and staffing to perform the desired Space and site Study,
please submit a Letter of Interest. Five (5) copies of the
letter should be submitted to our office no later than 4:30
p.m. on Friday , 1987.
Letters of interest shall indicate the following:
1. Firm's experience in similar projects.
2. Staffing level available for study along with short
summary of experience on similar projects.
3. Estimated time and effort that would be needed to
prepare study.
4. Any proposed joint venture with other firms or use
of sub-consultants.

NON-ELIGIBILITY FOR CONSTRUCTION DOCUMENTS
The consulting firm, or firms, selected to prepare this study
shall not be eligible for consideration to prepare construc-
tion plans, specifications and estimate for this project.
The city of San Bernardino will be pleased to answer any
questions or requests for additional information. Please
contact the Public Works Director/City Engineer. Additional
questions may be directed to he police Department with regard
to specific space and site study requirements.
