AUTHORIZE THE PREPARATION OF A CONTRACT
AND ENTRY INTO AN AGREEMENT WITH MARINE STAFF REPORT
BIOCHEMISTS OF CALIFORNIA, INC. FOR
MAINTENANCE OF THE LAKE AT SECCOMBE LAKE
PARK.
April 9, 1987
At the direction of the City Administrator, the City Engineering Division
and Parks Division Staff developed specifications and requests for proposals
for maintenance of the lake at Seccombe Lake Park. The RFP's were sent out
in February, 1987 with only two (2) lake maintenance providers responding.
On April 8, 1987, a panel of seven (7) staff reviewed the two proposals.
Based on experience, proposal data and bid price, Marine Biochemists of
California, Inc. was determined to be the best provider of maintenance and
therefore, it is recommended that a contract be awarded to them.
Funding for contract maintenance of Seccombe Lake Park, including the lake,
is proposed in the 1987/88 Budget. The 1986/87 Budget has $2,374 remaining
for lake maintenance. It is recommended that a contract by prepared and
executed with Marine Biochemists of California, Inc. for the 14 month period
beginning in May, 1987 and running through June 30, 1988. Funding from the
remaining budget in 1986/87 will cover the cost of the contract in May and
June, 1987 and the 1987/88 Budget allocation will cover the full year costs
through June 30, 1988. The total contract costs for the 14 month period will
be:

It is recommended that. the Engineering and Park Division Staff, with assistance
of City Attorney and Finance Director be authorized to prepare and execute a
Contract Agreement as stated above. It is imperative that the contract be
entered into as quickly as possible to assure proper lake maintenance. The
coming hot weather will cause additional lake maintenance problems which must
be dealt with in order to keep the water free of aquatic weeds and algae growth.
The contractor will establish and maintain a regular program to alleviate any
problems in this area and will provide a good habitat for fish.
