Recommended motion:
Authorize Acting Captain Jesse Campos to travel to Lima. Peru, from April 28
through May "" 10. 1987. to assist the U.S. Department of Agriculture/Office of
International Cooperation and Development as an organizer and instructor in a
nisaster Assistance Support Program cosponsored disaster simulation exercise.

STAFF REPORT
Mr. Chuck Mi 11 s, who was the fi re management offi cer for the San
Bernardino National Forest, has been reassigned to coordinate U.S.
disaster relief throughout the world. He requested that Acting Captain
Campos be assigned as a member of the team that will present an
earthquake preparedness seminar in Lima, Peru. Mr. Mills asked for
Acting Captain Campos specifically because he is bilingual and has
had extensive training in heavy and light rescue.
Fire Chief Gerald Newcombe concurs with the selection, recognlzlng
that Jesse has the expertise and temperament for this type of
operation. The Department of Agriculture will pay all expenses related
to the trip and request that the City pay his salary and fringe benefits
during this assignment.

Request for Technical Assistance fran the San Bernardino City Fire
Department
The ~Office of International Cooperation Development (OICO) requests the
assistance of the San Bernardino City Fire Deparbnent to support our Disaster
Assistance Support Program (DASP). The DASP project is a collaborative program,
funded by AID and iuplsnented by USI:lt\ Forest Service and OlCO.
vre would like to fonnally request the services of Jesse E. campos, acting Fire
Captain at the San Bernardino City F.D., to serve as instructor in a DASP
disaster simulation exercise in Peru.
The purpose of travel and tentative itinerary for this assignment are:

OICO will prepare the travel authorizations, arrange and purchase airline
tickets, and prepare the travel vouchers to reimburse Mr. campos for all travel-
related expenses. OICO and CFDA. are requesting that the San "Bernardino City
Fire Deparbnent donate Mr. campos' salary and benefits during this assignment.
