'CIOY OF SAN BERNAROC)IO - REQUOT FOR COUNCIL AGJON STAFF REPORT The County of San Bernardino recently issued a request for proposals, and awarded a contract to the lowest bidder, for the preparation of Solid Waste Assessment Test (SWAT) Reports for II landfills in various parts of the County. The cost of the overall contract is very favorable, and it would be of benefit to the City to take advantage of this economy of scale. As indicated in the attached material, the City is required to complete a SWAT report on the former City landfill on Tri-City property, just north of the I-lO Freeway. If the City were to advertise for the preparation of a single SWAT report, it is believed that the cost would be significantly higher. It is therefore recommended that the County be requested to amend its contract to include the City site (since the personnel and equipment will already be in the area). This matter has been discussed with County staff, and the inclusion of the City project is acceptable to them. There is precedent for this type of action in that the City has purchased automobiles, typewriters, etc. through County contracts in the past, thus satisfying the principle of competitive bidding and saving money for the City. JUSTIFICATION FOR PLACEMENT ON THE SUPPLEMENTAL AGENDA Negotiations with County are taking longer than expected. SChweitzer, City Administrator SUBJECT: SWAT Proposal DATE: January 29, 1987 (6969) COPIES: Mayor Wilcox, Roger Hardgrave, Warren Knudson ------------------------------------------------------------- It is my understanding that the City must submit a SWAT proposal determining (if any) pollution of ground water has occurred in old landfills. The proposal must be submitted by July 1, 1987 under the penalty of a $1,000 fine for each day of delay. Roger Hardgrave has estimated the cost for preparation of a proposal by a civil engineering consulting firm at approximately $3,000 (the Santa Ana Regional Water Quality Control Board estimates up to $30,000!). Junior, it would appear that the first step we should take is the preparation of an RFP and solicit proposals for an engineering firm to do this, Further, I feel this is a legitimate cost to the Refuse Fund. Should you have any questions concerning this, please let me know. I am quite sure that Roger Hardgrave will work with Marshall Julian on the development of an RFP. This letter outlines California Water Code Section 13273, which requires operators of active and inactive solid waste disposal sites to determine if hazardous waste is leaching into surface or ground water. All sites throughout were placed in 12 ranks (groups), with a schedule for each rank. The City operated a disposal site on a portion of Tri-City Airport under terms of a lease. Operation of this site was terminated in about 1963. This site has been placed in rank 2. The SWAT program is divided in 2 phases, The first is submittal of a pro- posal for approval by the Water Control Board. Information received from Mr, Mark Adelson, of the Water Control Board, indicates that the ~ fnr nllr cih rnlllcl pM~ihly hp clnnp fnr ~1n nnn, This is based upon a cost of $10,000 per well, Mr. Adelson was not aware of any available State funds to reimburse operators for their costs. Guidelines for preparation of the proposal and report are attached to the Board's letter. These items are normally prepared by a consulting engineering firm with the stipulated experience and qualifications. A preliminary estimate of cost for preparation of the SWAT Proposal by a consulting civil engineer is $3,000. This amount will need to be provided in the 1986-87 Fiscal Year, since it is to be submitted to the Board by 7-1-87. There are two basic requirements relating to closure of land fills. Tri-City has been meeting with their consultants to determine how this requirement can best be satisfied, Mr. Rod MacDonald, Vice-President, has suggested that a joint meeting be held with the Water Quality 80ard to ascertain if these two requirements can be combined, He will be setting up a meeting in the first part of January, 1987.
