WAYS & MEANS COMMITTEE
March 30, 1987
ATTENDEES: Councilman Dan Frazier - Chairman; Councilwoman Esther
Estrada; Councilman Jess Flores; Bill Sabourin Assistant City
Attorney; Dean Meech - Purchasing Agent; Dean Gray - CATV Coordina-
tor; Phil Arvizo - Council Executive Assistant; Richard Bennecke -
Mayor's Executive Assistant; Debbie Nadeau - Executive Secretary;
Joanne Wyman - Highland Senior Center
1. CABLE TV COORDINATOR POSITION - 6-MONTH REVIEW AFTER HIRING
DATE - The position was reviewed and accepted. The Committee re-
quested two reports, one in 90 days and another in September, to
provide ongoing activities and occurrences relating to Cable TV. The
Committee was concerned about staffing and space and asked Mr. Gray
to provide them a copy of the budget. The Committee requested a
report from the City Administrator providing full information regard-
ing space that had previously been identified at Norman Feldheym
Library specifically for this function. Additionally, the City Ad-
ministrator is to provide a cost and logistic analysis with all the
options for relocating this function to a permanent facility.
2. PATTON STATE HOSPITAL LEASE WITH CITY OF SAN BERNARDINO-
The Committee explained to the Executive Director of the Highland
Senior Center that the City of San Bernardino is in no position to
enter into any lease that would incur liability since the City is
self-insured. The Committee recommended Ms. Wyman approach County
Supervisors Hammock and Riordan in an effort to have the County of'
San Bernardino enter into the needed twenty-year lease.
3. CITY ANIMAL SHELTER - ENHANCED ADOPTIONS - Item continued.
4. REVIEW OF OUTSTANDING PURCHASE ORDERS - Item continued. The
Committee asked that the City Administrator provide a review of the
Purchase Order process with a focus on speed, accuracy, cost savings/
avoidance, quality of material, turnaround time, manning and
tracking.
5. ENTERPRISE ZONE REPORT - The Committee requested that this
be placed on the next agenda to review incentives and issues, espe-
cially related to parking.
