STAFF REPORT
By letter dated March 3, 1987 addressed to Raymond D.
Schweitzer, city Administrator, the San Bernardino City
Management Association, through its Advisory Committee
Chairman, Gerald M. Newcombe, submitted a list of requests for
amendments in the compensation 'presently received by
confidential and management employees. The matter was taken up
by the Mayor and Common Council in closed session at its
meeting of March 9.
The list included six items including an item for 50% payment
by the City of the health coverage premiums on the self-insured
plan to all management and confidential employees who retire
from City service until the retiree reaches age 65.
Determination was made that this benefit would not be offered
at this time.
All other items on the list were accepted either as presented
or in a modified form. These included:
1. The immediate commissioning of a salary survey by the
Personnel Research Center. The Management Association
had offered to pay one-half the cost of such survey up
to a maximum of $2,500. This offer was rejected by the
Council with the instruction that the money should be
applied by the Association toward training sessions for
its members.
2. The cafeteria plan was amended to include:
(a) Full payment of medical coverage
to a maximum of the cost for family
health coverage. It is understood there
will be no recovery of any excess dollars by
any member who does not qualify for full
family coverage under the plan. .
The payment for this benefit will be
increased as needed to continue the benefit
at the indicated level subject to annual
review of such costs by the Mayor and Common
Counc i1
(b) Establishment of a long-term disability plan.
3. An expenses allowance of $50 per month for department
and division heads to cover costs incurred by them in
the conduct of City business. The $50 will not be
cumulative and an accounting for the $50 will be on a
basis to be established by the City Administrator.
4. An increase in the life insurance provided by the
City for management employees to $50,00 and for
confidential employees to $25,000.

It was agreed that at the time the salary survey is completed,
the Mayor and Common Council, or their designated
representative, will sit down with representatives of the
Management Association to work out a plan for the
implementation of the survey. It was the expressed concern of
the Management Association that any results of the survey be
applied uniformly in the implementation to all employees
affected by the survey. It was further their expressed concern
that the results of the survey and any necessary compensation
increases be implemented on or before July 1, 1987.

RESOLUTION NO.
RESOLUTION AMENDING MANGEMENT AND CONFIDENTIAL EMPLOYEE
COMPENSATION AND BENEFITS.
WHEREAS, the San Bernardino Management Association (herein-
after Association) has submitted to the Mayor and Common Council
a list of requested changes to the compensation and benefits
currently received by Management and Confidential employees of the
City: and,
WHEREAS, in a meeting of the representatives of the Associa-
tion with the Mayor and Common Council some of such requested
changes were accepted and others rejected and a final agreement
was made as to which of the changes were to be implemented: and
WHEREAS, the Mayor and Common Council and the Association
wish to set forth by resolution the changes to be made in the
compensation and benefits of the Management and Confidential
employees of the City in order that such changes may be imple-
mented:
NOW THEREFORE, BE IT RESOLVED THAT:
1, The Mayor and Common Council shall immediately upon the
adoption of this resolution cause a salary survey to be conducted
by the independent firm of Personnel Research Center for the pur-
pose of determining the difference between the salaries paid to
employees in the affected classifications in the City of San
Bernardino and the salary received by persons occupying like or
similar classifications in other similarly situated governmental
entities. Salary shall be as defined by the independent firm.
It is further agreed that within 30 days following date of
receipt of the results of such survey, the Mayor and Common

Councilor a duly authorized representative thereof shall meet
with the representative of the Association and agree upon a plan
for the implementation of such adjustments as indicated by the
survey. Said implementation shall become effective on or before
July 1, 1987. The findings of the survey shall be phased in on a
uniform basis for all employees affected thereby.
2. Effective April 1, 1987, the City's contribution to the
Cafeteria Plan Benefit for each affected employee shall be ad-
justed in an amount sufficient to provide full coverage for such
employee, and his or her qualified dependents, if any, to a max-
imum amount equal to the cost of the family health coverage under
the City's self funded health program, and in an additional
amount sufficient to cover the cost of long term disability in-
surance for the employee only.
The City's contribution for the above-described benefits
shall be increased as needed to insure the continuation of such
benefits at the indicated levels subject to annual review of the
cost thereof by the Mayor and Common Council.
3. Effective April 1, 1987, the basic life insurance pro-
vided by and fully paid for by the City shall be increased to
$50,000 for Management employees and $25,000 for Confidential
employees.
4. Effective April 1, 1987, each Department Head shall be
entitled to an allowance of $50.00 (fifty dollars) per month to
cover various work related expenses. Such allowance shall not
be cumulative and shall not be allowed to accumulate from month
to month. Sums provided hereunder shall be on a reimbursement
basis under a system to be developed by the City Administrator.
