Recommended motion:
That the Mayor and Common Council designate the Community Development Citizen
Advisory Committee as the Overall Economic Development Planning Committee and
direct the Director of Community Development to develop a plan ensuring that the
Overall Economic Development Planning Committee membership composition is in
accord with Economic Development Administration requirements, and submit said
plan for approval by the Mayor and Common Council.

STAFF REPORT
On August 12, 1986, the San Bernardino Economic Development Council
(SBEDC) took an action relating to the establishment of a consolidated
marketing program to be implemented by SBEDC and requested the Mayor
and Common Council to consider the assumption by City of the SBEDC
small business loan program and Overall Economic Development Planning
(OEDP) functions.
On December 8, 1986, the Mayor and Common Council took actions
authorizing the assumption by City of various loan and lease/purchase
agreements and establishing a small business loan program to be
implemented by the Community Development Department, The Mayor and
Common Council subsequently took an action capitalizing the small
business loan program with fifty percent (50%) of anticipated IDB fee
revenues, The same source of revenue also finances SBEDC marketing
activities.
In view of the new emphasis on the SBEDC consolidated marketing
program, the SBEDC will be unable to allocate the resources necessary
to effectively discharge those functions relating to the OEDP, In
order for the City to remain eligible for Economic Development
Administration (EDA) assistance, an OEDP committee whose members
represent a cross-section of the community must be designated by the
Mayor and Common Council. Additionally, an approved OEDP must be on
file with the EDA,
The Community Development Citizens Advisory Committee, with very few
changes in membership, could act as the City OEDP committee and serve
the Mayor and Common Council in much the same function it does with
Community Development programs,
staff recommends adoption of the form motion, Approval of the form
motion would authorize and direct the Director of Community Development
to develop a plan ensuring that the Community Development Citizen
Advisory Committee/Overall Economic Development Planning Committee
membership composition is in accord with EDA requirements, and submit
