The demolition site is the former Goodwill Industries building located at 899 West Third Street, San Bernardino, Staff presented the request to the Community Development Citizens Advisory Committee on March 5, 1987. After discussion, the Committee recommended that demolition assistance could be provided using CDBG funds contingent upon the following: a) Assistance would be in the form of a non-interest bearing loan, b) The amount of assistance would be provided in an amount not to exceed $23,000 (based upon bids obtained by Goodwill), c) If the cleared property is not sold within two (2) years, Goodwill Industries would be required to make loan repayments with interest to be determined by the prime rate. The Committee made this recommendation in view of the amount of previous CDBG funding granted to Goodwill Industries and the fact that the property in question is considered valuable and would provide Goodwill Industries with a substantial profit upon sale. The buildings are currently unoccupied and Goodwill is attempting to sell the property as is, thus far without success, It is believed if the property is cleared, it would be far more marketable. Sale and development of the property would remove it from the "tax-exempt" status, and generate new income for the City. We have not occupied tbh structure since aoving into our new building on September 15, 1986. Wbile we have sought to protect the building and keep it secure, we have, nonetbeless, experienced several break-ins. Since no building is secure wben unoccupied, and this property would be f.ar .ore aarketable witbout any structure on it, it seeas that demolition is the preferred course. In fact, there is a developer interested in the property at this time. Were the building demolished, it would heighten his interest. As the property challCJes hands and is developed, it would be removed from its tax exempt status and would begin to generate income for the City while dressing up one of the major entrance points into our central city area for those coming from the north.
