STAFF REPORT
PROPOSED ACTION
AUTHORIZE THE PURCHASE OF TWENTY-FIVE NEW POLICE PATROL VEHICLES.
BACKGROOND INFORMATION
The proposed purchase is for twenty-five (25) police patrol vehicles to be utilized in
daily operations of the Police Department. Procurement at this time and in this manner
is consistent with the acquisition schedule for replacement of this type vehicle.
The State of California through its co-operative purchasing program, affords political
subdivisions the opportunity to participate in volume purchases in order to obtain equip-
ment at the best possible price.
The case this year is that political subdivisions are not afforded the best possible price.
The low bidder was $528.10 per unit less than the bidder awarded the State contract. The
EPA rating of one mile per gallon higher fuel economy does not always actually achieve and
justify the economy rating. The City has already experienced this per the Equipment Super-
intendent.
The lowest bidder is in accordance with State specifications and has secured the State
contract 16 times out of 19 years. The lowest bidder offers $200 discount per car vs
$100 discount from the State awarded bidder. The lowest bidder has been the successful
bidder for the last two years running and the City has purchased 20 each in 85/86 and 25
each in 86/87.
The brand of manufacturer is consistent with our fleet. We have no vehicle of any con-
sequence of the State awarded contract brand. There is a $18,260.85 significant saving to
be had in procurement from the actual price per unit lowest bidder.
The Purchasing Agent and Equipment Superintendent feel the best advantage to the City is
the economies afforded in the dollar savings ($18,260.85) and the consistency of fleet
conti nuity and the i ntangi b 1 e spare parts back-up costs.
In view of the foregoing it is recommended that the procurement action as proposed herein
be approved. Funding for these vehicles will be included in the 1987/88 budget.

The latitude to consider the vendor other than the vendor awarded the state contract
is per M.C. 3.04.010 section 2 as follows.
Purchases from a vendor or manufacturer which. through the City's bidding procedure.
or other California government or governmental agency's bidding procedure. has estab-
lished a price at which such a vendor or manufacturer is willing to sell to the City.
During such a bid procedure more than one responsive bid must have been received. and
the bid award must have occured within one year at the City's issuance of a purchase
order.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A BID TO SWIFT DODGE
FOR THE FURNISHING AND DELIVERY OF TWENTY-FIVE (25) POLICE PATROL VEHICLES
TO BE UTILIZED BY THE POLICE DEPARTMENT
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BER-
NARDINO AS FOLLOWS:
SECTION 1. Swift Dodge is the lowest and best bidder for the furnishing
and delivery of twenty-five (25) police patrol vehicles 1987 Model CHP Special
Service. Class E Dodge Diplomat (318 CID V-8) for the total amount of
$291.590.89; pursuant to this determination. the Purchasing Agent is hereby
authorized and directed to issue a purchase order for said twenty-five (25)
police patrol vehicles to said lowest and best bidder; such award shall only
be effective upon the issuance of a purchase order by the Purchasing Agent;
and all other bids therefor are hereby rejected.

Since 1968 and for 16 out of the last 19 years we have been fortunate to be
the low bidder and to supply the State of California their Highway Patrol
vehicles as well as many political subdivisions and local agencies who
purchase vehicles from that bid because of the cost savings advantage.
Regrettabl y, we were not chosen to suppl y the CHP vehicles for the State of
California for the upcoming 1987 model year even though our price per vehicle
was $528.18 less than the dealership who did receive the bid. The Chevrolet
was rated bYthe EPA as having a one mile plus per gallon higher fuel
economy rating. As you are probably aware, since the bid is awarded on
"Life Cycle Cost" instead of the unit price per vehicle, we were judged the
second lowest bid - even though our vehicle cost was substantially lower.
In 1982 when Chevrolet was the low "life cycle cost" bidder and the State
purchased them at $325 per car more than our bid, again because of EPA rated
one mile plus better fuel economy, their 1982 cars did not achieve any actual
mileage advantages for the CHP. In fact, both the1981and 1983 Dodge CHP
vehicles provided better fuel economy figures than their Chevrolet counterpart
through the approximate 85,000 miles that the cars were kept in service by
the Patrol even though both years we had a lower EPA rating than the 1982
Chevrolet.
In view of the fact that we were substantially the low bidder on actual cost
~~, we have received permission from the Dodge Division of Chrysler
to offer all State, City, County and political subdivisions who are qualified
to buy under the State of California General Services of the CHP bid program
an opportunity to buy our 1987 Dodge Diplomat 4-door at $559.87 less per
vehicle including applicable sales tax than the Chevrolet being purchased by
the Department of General Services for the CHP.
You will note this year's bid specifications include a 3-year/85,OOO mile ~
deductible power train warranty. If you choose our Dodge Diplomat, you will
receive Chrysler's special extended warranty/policy of 85,000 miles on power
train labor and 85,000 miles on power train parts for 36 months. This ex-
tended warranty/pOliCY is administered by Chrysler Corporation through its
authorized dealers and has a "zero" dollar deductible. This year you also
have the option to delete this 85,000 mile coverage and lower the vehicle
purchase price by another $400 plus tax (a total of $424.00). You would then
receive Chrysler's standard 12 months/12,OOO mile full vehicle warranty plus
a one year/25,OOO mile no deductible on the power train parts and labor, and
the 12 months/50,OOO mile parts only with no deductible. The 12 months is
the total time period (copy of this warranty is attached).

Special Service Vehicle
1 .0 SCOPE
It is the intent of this specification to describe an automobile
to be used in high ,~peed highway traffic and law enforcement
work. The vehicle will at times be operated at speeds in excess
of 100 miles per hour for both short and long durations. It will
be driven on all types of roads and road surfaces and at
altitudes ranging from approximately 200 feet below sea level to
10,000 feet above sea level. Temperatures to which the vehicle
will be exposed will range from approximately minus 200F to
plus 1200F.
It ;s intended that the manufacturer in the selection of
components will use materials and design practices that are the
best available in the industry for the type of operational
conditions to which the vehicle will be subjected. Engine,
transmission, drive line, differential, brake, suspension,
wheel, tire and other component parts of the vehicle shall be
heavy duty, selected to give maximum performance, service life,
and safety and not merely meet the minimum requirements of this
specification. .
The term "heavy duty" as used in these spec if icat ions shall mean
that the item to which the term is applied shall exceed, when
deemed applicable, the usual quantity, quality, or capacity
supplied with standard production vehicles and it shall be able
to withstand unusual strain, exposure, temperature, wear and use.
2.0 APPLICABLE SPECIFICATIONS
The following specifications, standards and test methods
applicable to the new current model year vehicles form a part of
this specification.

3.0 REQUIREMENTS
3.1 Exceptions or Deviations:
Failure on the part of the bidder to comply with requirements
and conditions of the Invitation for Bid and this specification
may subject his bid to rejection. No exceptions to or
deviations from this specification will be considered unless
each exception or deviation is specifically stated by the bidder
as an exception with a detailed statement completely defining
the exception(s). The burden of proof of compliance with this
specification is the responsibility of the bidder.
3.2 General Requirements:
The vehicles shall be new (unused), current model year
production. The vehicles shall be supplied with all equipment
and accessories indicated as standard equipment in the
manufacturer's published literature. Optional equipment as
necessary to meet the following requirements of this
specification shall also be installed.
3.3 Specific Requirements:
3.3.1 Engine
The eng i ne sha 11 be a heavy duty "Po 1 ice Package" vers ion of the
manufacturers standard engine. The engine shall be a V-8.
overhead valve, with a minimum displacement of 318 CID (S.2L).
It shall be designed to operate knock free at all engine and
vehicle speeds on unleaded regular fuel with a minimum octane
rating of 91 RM and 83 MM with a maximum lead content of 0.05
grams per gallon and a maximum phosphorus content of .005 grams
per gallon.
3.3.1.1 Oil Cooler
An auxi11ary engine oil cooler if necessary shall be installed
(See paragraph 3.22.5).
3.3.1.2 Fuel Supply System
TLe fuel supply system shall be of such a design to eliminate
vapor lock and flooding when the engine is operating at high
temperatures or during a heat soak period after the hot engine
is turned off. .

3.3.2 Cooling System
The cooling system shall be liquid pressurized, forced
circulation type. The manufacturer shall provide the heaviest
duty cooling system components and recovery system applicable to
the model offered. The cooling system design and capacity shall
maintain the engine at optimum safe temperature, under all
operating conditions specified, without any loss of coolant or
overheating of engine and components. Optimum engine
temperature shall be maintained with the vehicle loaded to the
G.V.W.R. and continually operated at all driveab1e altitudes and
grades in ambient temperatures ranging from -200 to 1200F.
The recovery system shall be a closed, air free liquid state,
coolant level indicating overflow recovery and compensating
system. The system shall have a hermetically sealing pressure
radiator cap, with spring-loaded vent valve, and a vented
unbreakable translucent reservoir with connecting hose.
3.3.2.1 Hoses
All radiator, bypass and heater hoses shall be made of silicone
rubber or manufacturers production hoses shall be guaranteed for
85,000 miles.
The suction radiator hose shall be of a type having a support
wire in the hose. The hoses shall not collapse at speeds up to
110 miles per hour.
The hose clamps on the engine cooling and vehicle heating system
shall be the steel metal band, positive closure type. Wire
spring type not acceptable.
3.3.3 Electrical System
The vehicle shall have a heavy duty electrical system having the
following minimum capacity. All units shall have electronic
ignition which will not be effected by a 100 watt, 42 MHZ, or a
450 mi1iwatt, 155 MHZ radio system when in the immediate
vicinity and in the transmit mode.
3.3.3.1 Battery
The battery shall be the heaviest duty type and size listed in
the manufacturer's current literature, police package brochure,
applicable to the vehicle bid.
3.3.3.2 Alternator
The alternator shall be the highest capacity optional alternator
listed in the manufacturer's current police package brochure
applicable to the vehicle bid, have a minimum 55 amp output and
minimum curb idle output 35 amp with the transmission in park
position. Drive belts shall be a high performance type.

3.3.3.3 Radio Suppression
All electrical equipment shall be shielded to minimize radio
interference in the 42.08 to 45.02 megahertz range and the 154
to 155 megahertz ranges.
The entire electrical system shall be designed so that not more
than 2.5 microvolts input to the receiver will be required to
produce at least 20 dB quieting at the receiver, when tested in
accordance with attached Figures 1 and 2, .for all engine speeds
from idle to full throttle and with the radio and antenna
mounted and connected as on current CHP automobiles in service.
This requirement shall be met without the use of any receiver
extender, noise blanker or impulse noise suppression type
circuitry.
With the engine stopped, the radio receiver used in the test
shall require not more than 0.35 microvolt for 20 dB quieting
measured as shown on Figure 1, Step 1.
Manufacturers of vehicles not previously tested by the CHP shall
be required to deliver to the CHP a vehit1e equipped with their
standard police radio suppression package per 4.1. The vehicle
will be tested to show compliance with the above requirement.
3.4 Chassis:
3.4.1 Wheelbase
Tile wheelbase shall be 112 inches, minimum, 116 inches, maximum.
3.4.2 Suspension
The front and rear suspension including shock absorbers shall be
heavy duty ~esign for police work. Heavy duty front and rear
stabilizer bars required. NOTE: A push bumper weighing
approximately 60 pounds will be mounted on front of the car.
Approximately 200 1bs. of equipment will be carried in the trunk
at all times.
3.4.3 Differential
The differential shall be the conventional type, ring and pinion
gears, with a ratio designed to give best overall performance
for transr.,ission and tire size installed on vehicle. The gear
ratio shall be same on all vehicles, closest ratio to 3.0:1
offered by the manufacturer.
3.4.4 Transmission
The transmission shall be heavy duty, fully automatic with a
minimum of three speeds forward and one reverse with first gear
"lock-out". If low gear lockout is internal, an option to
eliminate it must be available. (See Option List) Second gear
shall be manually controllable.

The transmission shall be equipped with internal and external
transmission fluid coolers if necessary to meet the requirements
of paragraph 3.22.5.
3.5 Steering:
The steering shall be power assisted "firmll type or variable
ratio. A power steering fluid cooler, if needed to meet the
criterion of 3000F maximum per 3.22.5, shall be installed.
3.6 Brakes:
The brakes shall be power assisted with front disc and rear disc
or rear drum type brakes (disc brakes on all four wheels
preferred). The rotors shall be ventilated. The brake linings
shall be heavy duty for police work. The brake system shall
meet brake performance tests of this specification as detailed
under IIPerformance", Paragraph 3.23.4.
Parking brake shall be manual release type; automatic release is
not acceptable.
3.7 Wheels .and Tires:
E~ch vehicle shall be supplied with five (5) wheels and tires.
The wheels shall be 14 inches x 6.0 inches minimum and shall
have a safety ridge rolled into rim or otherwise designed to
prevent the tire from separating from the wheel in the event of
a flat. The spider shall be heavy duty.
The tires shall comply with State of California Specification
2610-XXX-03, High Speed Tires. The vehicle manufacturer shall
certify as many as possible tire manufacturer's tires to be
compatible with their vehicle. This may be accomplished in the
following ways:
1. The vehicle manufacturer will test and certify the tires,
subject to acceptability testing by the California Highway
Patrol, in accordance with 3.23.1.
2. The California Highway Patrol will test the tires in
accordance with 3.23.1 and notify the vehicle manufacturer
of the results.
If only one tire certified by the vehicle manufacturer is proven
acceptable to the California Highway Patrol, the State will
accept the vehicles with that tire.insta11ed. For acceptable
replacement tires, the vehicle manufacturer shall accept the
California Highway Patrol test and allow any of those tires to
be installed with no change in either warranty or liability.

The wheels and tires installed on the vehicle (including spare)
shall provide a minimum "reserve load" of 3.0 percent as defined
in the Code of Federal Regulations, Title 49, ~h~ter V, Part
575.102.
~he rear wheel to body clearance must be adequate to allow the
v~hic1e to operate at not less than 30 miles per hour with mud
and snow tires and skid chains installed while the vehicle is
carrying a load of approximately 700 pounds. Operation of the
vehicle shall not be hampered by this requirement.
3.8 B"dy:
The body shall be a four door sedan with center post.
A vinyl insert type protective molding trim shall be installed
except on the front doors. ' This is to permit installation of
the CHP insignia (3311 long by 2011 high) without trim
interference. Moldings shall be mechanically attached with
rivets, screws, clips, etc.; adhesive attachment not
acceptable. Holes for molding in front door shall be plugged
before painting the door. The front door side molding shall be
supplied with mounting hardware for installation by the CHP when
the vehicle is taken out of service.
3.9 Exterior Color:
The body and wheels shall be painted black, Ditzler 'DQE 9000 or
comparable. The roof panel and lower portion of both front
doors below the belt molding shall be painted white, Ditzler
'DQE 8000 or comparable.
3.10 Interior:
The front seats shall be bucket type or split bench type. The
driver's seat shall be 6-way power adjustable and shall be heavy
duty type designed for maximum comfort, support and durability.
The upholstery shall be a light color nylon or woven synthetic
fabric and vinyl trim material. Solid vinyl seat covering
material is not acceptable. Other material and color is subject
to CHP approval.

Speedometer:
The vehicle described in this specification will be used in law
enforcement and extreme speedometer accuracy is essential. The
speedometer -shall be calibrated and be accurate within 2 miles
per hour at speeds from 15 to 100 miles per hour. Dial face
shall be marked up to a minimum of 120 miles per hour within the
environmental operating range specified in 1.0. The permanent
magnet (Lodex or comparable) and design of the speedometer shall
be such to insure accuracy throughout the 1 ife of the vehicle. .
The face markings shall not be in increments greater than 2
miles per hour. The face shall contain the wording IICertified
Speedometer", or other wording to indicate that the speedometer
accuracy is certified or a letter of certification of accuracy
shall be provided with each unit. The vendor shall specify the
size of tire for which,the speedometer is certified.
Dashboard:
The dashboard shall be supplied with or without the radio
opening, at the option of the CHP. All dashboards shall be
built alike. Decision as to "type" will be made after a sample
dashboard is inspected.
3.13 Spotlights:
The CHP will install two (2) spotlights, Unity Model 225, one
(1) on each windshield post. The vehicle design must permit
mounting of the spotlights as specified.
3.14 Floor Mats:
The floor mats covering the entire floor front and rear shall be
heavy duty rubber or vinyl, carpeting is not acceptable. The
color shall be black or keyed with the upholstery color.
3.15 Hood Latch Release:
The hood latch release shall be mounted inside the front
passenger compartment so that the hood cannot be opened from
outside the vehicle. The release shall be readily accessible to
the driver.
3.16 Rear Deck Lid Release:
The rear deck lid release shall be provided on the dashboard to
the right side of the steering column to permit the opening of
the rear deck lid by an electric or vacuum operated solenoid.
The switch location shall be approved by the CHP.
3.17 Trunk Compartment:
The trunk compartment shall have a usable luggage capacity of
14.0 cubic feet, minimum.

3.18 Spare Wheel and Tire:
A full size wheel and spare tire shall be furnished.
The space saver type spare tire is not acceptable.
Radio Speaker:
The radio speaker(s) shall have a voice coil impedance of
,between 6 and 12 ohms and shall be capable of handling a minimum
of twenty (20) watts R.M.S. audio output. The frequency
response required is 300 to 3000 Hz when installed. Dual
speakers connected in series to give the above impedance are
acceptable. If radio speaker(s) are dealer installed it shall
be the vehicle manufacturer's original equipment brand and type
and covered by the manufacturers warranty.
Insulator gaskets or spacers, i.e., rubber or cork, shall be
used in 'fastening the speaker mounting plate to the dash to
minimize vibrations. The speaker(s) is to be installed in the
standard dashboard speaker location with lead wire(s) attached
and extending twelve (12) inches below the bottom of the
dashboard for the purpose of connecting the CHP mobile radio.
Fuel Tank:
The fuel tank furnished shall be the largest capacity available.

4.0 QUALITY ASSURANCE PROVISIONS
4.1 Inspection of Sample Car:
Within 24 hours after the issuance of a purchase order, the
successful bidder shall deliver to the California Highway
Patrol, 2812 Meadowview Road, Sacramento, a loaner sample
vehicle having the same general body, chassis, engine and
transmission as the vehicle on which the bid was submitted. It
will be used as a prototype for determining the method of
attaching the various items of police equipment such as
spotlights, outside radio speaker, radio"etc. It may be
necessary to drill holes in order to determine the proper length
for the spotlight control rods. Every effort will be made to
keep from drilling holes in the vehicle body. This vehicle will
be retained by the CHP until deliveries against the contract
t-egin.
4.2 Sample Dashboard:
The successful bidder shall supply the CHP with a complete
dashboard assembly including wiring and instruments for the car
which is purchased. The dashboard assembly shall be delivered to
the CHP within two weeks of receipt of order.
If the dashboard is constructed as an integral part of the
vehicle body and cannot be supplied as a separte assembly,
supplying a complete dashboard and underhood wiring harness will
satisfy this specification requirement.
5.0 DELIVERY OF CARS
5.1 The vehicles shall be delivered to the following location in
Sacramento, California: California Highway Patrol, Motor
Transport Section, 2812 Meadowview Road.
5.1.1 Caravan or drive-away method of delivery from the factory to a
dealer is not acceptable.
5.1.2 Vehicles delivered from a dealer with more than 50 miles on the
odometer will be charged 50 cents for each mile exceeding 50
miles. This charge shall be deducted from the purchase order
price for each vehicle delivered against each purchase order.
5.2 Prior to delivery, each vehicle shall be serviced and inspected
by the dealer. As a minimum this pre-delivery inspection shall
cover the operations listed on the attached "Pre-Delivery
Schedule". A copy of the dealer's inspection and service check
sheet including the dealer and vehicle identification, checkoff
of service and inspections performed and the service manager's
signature shall be furnished with each vehicle delivered. The
vehicle's crankcase, differential and transmission shall be
filled to the manufacturer's recommended capacity and the gas
tank at least 1/4 full when the vehicle arrives at the delivery
destination. The vehicle shall be clean and free from defects
when delivered.

Typical new car receiving check sheet(s) are attached. The CHP
will develop a check sheet(s) for the units purchased. The
check sheet(s) will be equally as comprehensive as the sample
1986 sheets and will be the basis for accepting or rejecting
each vehicle.
5.3 The vehicles will be inspected before acceptance by an
authorized representative of the CHP for workmanship,
appearance, proper functioning of all equipment and systems and
conformance to all other requirements of this specification. If
the deficiencies found cannot be corrected within one (1)
working day of delivery, the vehic1e(s) will be deleted from the
invoice and the dealer shall provide a substitute vehic1e(s),
which is acceptable, before the end of the delivery day to meet
the delivery rate as required by the contract. Payment and/or
commencement of a discount period (if applicable) will not be
made until corrective action is made, and the vehicle
reinspected and accepted. It shall be the responsibility of the
dealer to pick up the vehic1e(s), make necessary corrections and
re-de1iver the vehic1e(s) for reinspection and acceptance of all
vehicles rejected.
5.4 The original dealer's Report of Sale shall be furnished to the
consignee at the time of delivery of the vehicle.
6.0 NOTES

Warranty:
The vehicles purchased to this specification shall have the
standard manufacturers warranty of 12,000 miles/one year parts
and labor. In addition the vehicle shall carry an extended
factory warranty on the drive train as stipulated in the IFB.
The cost of the required warranty shall be included in the bid
price.
One copy of Manufacturer's Warranty Policy and Procedures Manual
shall be provided to CHP prior to start of delivery.
Vehicles not placed in service immediately upon receipt shall be
warranted from the date the unit is placed in service. The
receiving agency shall notify the vendor in writing of the
actua 1 "i n-servicell date.
6.2 Guarantee:
I manufacturer delivering cars against this specification shall
guarantee that the car meets the minimum requirements set forth
herein. If it is found that the vehicles delivered do not meet
the minimum requirements of this specification, the manufacturer
will be required to correct the same at his expense.

6.3 Certification:
All equipment is to be properly certificated by appropriate
Federal and State agencies at the time of opening of the
Invitation for Bid.
6.4 Technical Information:
The successful bidder shall supply the CHP with the following
technical information prior to the time the first vehicle is
delivered to the CHP.
Service manuals covering all components of the vehicles
purchased, 120 copies.
Parts list giving service part number and complete in every
detail covering the vehicles purchased, five (5) copies.
In addition to the regular parts list for the vehicles, a
special parts list giving service part numbers shall be prepared
showing the parts and assemblies that are peculiar to the
vehicle purChased. The list shall be broken down by chassis,
engine, body, etc., and shall contain a brief description of the
part together with its correct service part number, 10 copies.
Dealer's Service Bulletins, 120 copies of each bulletin already
published applicable to the model year car being purChased. The
CHP shall be placed on the mailing list to receive a like number
of dealer's service bull~tins for each time they are published.
A statement of the octane research method (Research Method F-1)
and motor method requirements of the engine.
It is also intended that the above information shall be in the
hands of all dealers in the State of California who may
reasonably be expected to repair or service one of the vehicles
purchased.
6.5 Repair Parts:
It shall be the responsibility of the manufacturer supplying the
vehicle purchased to maintain an adequate stock of all regular
and special parts to meet the continuing service and repair
parts needs of the Department without undue delay. A special
system shall be set up for expediting the procurement of "hard
to get" items needed to repair an inoperative vehicle including
a system to air freight parts at factory expense when parts are
not in stock in California depots. Parts must be available
within three (3) working days after telephone notification.

6.6 Dealer Network:
Since the CHP must rely on local service for the vehicle being
purchased against this specification for maintenance and
repairs, it is a requirement of this specification that service
facilities approved and authorized by the factory for
maintenance and repairs of the vehicle being bid must be
available within 15 miles of a minimum of 80S of the CHP offices
10cated'in the cities shown on the attached list of office
locations. The apparent low bidder will be required to furnish a
list of service locations certified by the manufacturer.
Service locations listed shall 'be required to service the
vehicles without undue delay.
