Recommended motion:
1.
That the payment of $6,610.15, for electrical energy charges for
the fountain in the lagoon at the National Orange 'Show (from 3-31-86
through 1-31-87) be authorized from Account No. 001-329-53402,
"Electrical Charges."
That the payment of $5,050.00, for the estimated repair cost to the
fountain in the lagoon at the National Orange Show, be authorized
from Account No. 001-382-56314, "Repair Orange Show/Lagoon."
Adopt resolution.

STAFF REPORT
Several agreements have been entered into since 1953 between the City
and National Orange Show. These agreements relate, in general, to the mainten-
ance and payment of utility bills by the City for the lagoon and entrance area
(at the Southwest corner of Mill Street and "E" Street).
A recommendation was presented to the Mayor and Council, that these
agreements be terminated. This recommendation was based upon the fact that
the City did not have sufficient revenues to undertake these tasks, and that
the agreements had apparently outlived their usefulness. The action taken in
response to this recommendation was to direct that a meeting be held with the
National Orange Show Board to discuss matters of mutual interest.
Payment of utility bills was ceased as of 3-31-86, until action was
taken. The total outstanding balance of utility (electrical charges) bills,
from 3-31-86 to 1-31-87, is $6,610.50.
An estimate of $5,050.00 has been received by the National Orange
Show for necessary repairs to the lagoon.
At the meeting of the Legislative Review Committee of 2-19-87,- the
recommendation was made to pay the outstanding utility bills, estimated costs
for repairs to the lagoon, and terminate all agreements.
During research into this issue, it came to our attention that the
City and National Orange Show had entered into an agreement for use of a
portion of their land for a heliport. Since the City no longer operates
helicoptors, we are also recommending that the agreement be terminated.
Mr. Joe Brosmer, General Manager, was present at the meetings of the
Legislative Review Committee, and offered no objection to the termination of
these agreements.

FOR THE ENTRANCE AREA.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION I. The City Attorney of the City of San Bernardino
is hereby authorized and directed to issue notices of termination
of the leases with the National Orange Show regarding the lagoon
area and for use of property as a heliport.
SECTION 2. The Mayor and Common Council hereby r~tify the
