STAFF REPORT
A petition has been recefved by this office requesting the
formation of an assessment district for the constructfon of a
storm drain and appurtenant facilites in portfons of Kendall
Drive, between Pine Avenue and Devil's Canyon Flood Control
Channel, and the signatures affixed to the petitfon have been
checked and found to represent 100% of the area of the property
to be assessed for the proposed improvement.
Authori za ti on to proceed under Chapter 12.90 was gf ven to the
City Engineer and the City Clerk at your meeting of "ovember 3,
1986. After re-evaluation of the proposed project, it has
been determined that this is a viable and saleable 1911 Act
project. By utilizing the 1911 Act, the project can be
constructed in a timely fashion, and the City would not need to
use its Assessment Distrfct Reserve Funds.
The estimated construction cost is between $180,000.00 and
$200,000.00. The recommended maxi mum bondi ng ti me on thi s
project, if approved, is ten 00) years,
To facilitate the 1911 Act, it is necessary, and it is our
recommendation that the motion be adopted.
