subject to payment of 2% of gross annual proceeds, maintain
surety bond in effect, obtain street cut permits, and securing
clearance from the City's Environmental Review Committee; and

STAFF REPORT
A franchise was granted to the Southern Pacific Pipeline, Inc. by
Resolution No. 82-308, for installation of pipelines within the City of San
Bernardino. A 12-inch. pipeline was later installed along the railway,
Southern Pacific Pipelines is now requesting authorization to intall a
20-inch pipeline, generally parallel to the existing facility.
The proposed 20-inch pipeline will cross Hunts Lane south of the
railway crossing, then parallel the railway to the Waterman Avenue Frontage
Road, then south to Industrial Road, and then east to the easterly City Limits,
Plans are available in our office for review.
This application has been reviewed by the City Attorney's office. Their
initial position was that the existing franchise grants sufficient authority
for construction of the second pipeline.
We recommend that the application be approved, subject to the following
conditions:
1, Payment of 2% of gross annual proceeds.
2, Maintain $25,000 surety bond in effect,
3. Obtain street cut permits.
4, Secure environmental clearance,
5. Provide appropriate traffic control,

SUBJECT: CONSTRUCTION OF A 20-INCH REFINED PETROLETJM PRODUCTS
PIPELINE FROM COLTON, CALIFORNIA TO PHOENIX, ARIZONA
Honorable Council Members:
The City of San Bernardino adopted Resolution No. 82-308 on
July 22, 1982, qrantinq certain pipeline franchise riqhts to
Southern Pacific Pipe Lines, Inc. (copy enclosed).
Scuthern Pacific Pipe Lines, Inc. (SPPL), a public utility,
common carrier, interstate refined petroleum products transpor-
tation company, plans to complete the expansion begun last year
of its 12-inch pipeline system built in 1955 between Colton,
California and Phoenix, Arizona. This will be accomplished by
constructinq a 20-inch pipeline more or less parallel to the
existing 12-inch pipeline.
Upon completion of the new 20-inch pipeline, the two (2)
pipelines, one (1) complete 12-inch pipeline and one (1) complete
20-inch pipeline, will operate independently between Coltcn,
California and Phoenix, Arizona as inteqral parts of SPPL's
overall west line system. Each pipeline will be utilized to
transport refined petroleum products between Colton, California
and Phoenix, Arizona as throuqhtput requirements dictate.
The pipeline will be constructed with 20-inch outside
diameter x 0.344-inch averaqe wall thickness, API-5L-GR X60
welded steel pipe. The pipe will be protected with an external
coatinq equivalent to 40 mils polypropylene and will be cathod-
ically protected upon completion. The design, construction
and installation will be in strict accordance with the require-
ments set forth in Title 49, Code of Federal Requlations, Part
195.
Construction and installation will be performed by a
qualified independent contractor selected throuqh competitive
biddinq. Inspection will be performed by SPPL.

In conformity with Section 1 of Resolution No. 82-308, the
undersigned applicant does hereby respectfully request an amend-
ment to its existing franchise rights and pursuant to and by
the authority of the provisions of Chapter I, Article 1, of
Division 3 (Sections 6001-6017) of the Public utilities Code of
the State of California, commonly known as the "Broughton Act"
(as amended) and in particular, section 6006 thereof, or pursuant
to and by authority of the provisions of Chapter 2, Division 3
(Sections 6201-6302) of said Public utilities Code, cited as the
"Franchise Act of 1937" (as amended) and, in particular, Section
6231 thereof, and in compliance with the provisions of said
laws.
The proposed route of said 20-inch pipeline within the
boundaries of the City Of San Bernardino is shown on the enclosed
SPPL . Drawing Nos. E-111-8605 and E-111-8606. However, the
additional franchise areas required are occupation of Waterman
Frontage Road and Industrial Road for an approximate footage of
2,500 lineal feet, as reflected by the enclosed drawing"City of
San Bernardino Street Vacation", File No. 15.30-190, Plan No.
5881, dated September 17, 1980.

acquisition of right-of-way and permits must be confirmed as
