Comaissionfurther approved reimbursement to YWCA for worltmans compensation insurance up to *2500. I Mayor and Common Council approved motion for Agency to obtain building permits and waive fees. MJIDIC'I...Qu.ST FOR Q..ISSION/COUNCIL AcQc. c c o STAFF REPORT Staff is seeking your approval for the Executive Director to sign a building permit for the rehabilitation of the YWCA building. Background Staff is presently negotiating with the representatives of the Young Women's Christian Association (YWCA) for their purchase of the facility located at 566 North Lugo Ave., San Bernardino. Prior to the close of the above escrow, YWCA has applied for Building permits to allow for a major rehabilitation of the existing structure now occupied by them. Said rehabilitation will include complete replacement of drop ceiling, improvement of electrical system, restructuring of non-bearing interior walls to create new and improved office facilities, facade improvement, restructure of ceiling at foyer to accomodate new skylights and exterior entry and overall improvements. Estimated cost of rehabilitation is *350,000 with the majority of labor to be supplied by building ~rade Volunteers. The above described improvements are presently underway and were initiated by the creation of a new day-care facility to be added to the services offered by the YWCA to the community. Policy of the Building Department requires either the contractor or the owner-builder to execute the application for respective building permits and to provide necessary workman compensation insurance coverage for the term of the construction period. The services of the YWCA are an asset to the community at large, therefore, Staff desires to assist them in achieving a self supportive management. On 2/2/87 staff sought approval of COlDIDission to sign the building permit for the YWCA rehabilitation as owner of the property. The Commission moved that the YWCA sign as long term tenant and that the City consider waiving the fees. The Mayor and Common Council on 2/9/87 approved the waiver of fees to the Agency as owner. It was the legal opinion at that meeting that fees for a private organization could not be waived. Staff hereby requests the formal approval of the Commission granting authorization to the Executive Director to sign on behalf of the Agency for the necessary permits. 2226G/mlj February 16, 1987
