Synopsis of Previous Council ection:
Previous Planning Commission action:
At the meeting of the Planning commission on February 3, 1987, the
following recommendation was made:
The application for Change of Zone No. 86-27 was unanimously
recommended for approval.
The Negative Declaration for environmental impact was also
recommended for approval.
Recommended motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental impact which has been reviewed and
considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

1. The applicant is requesting approval to change the zoning
designation on an 18.73 acre (rectangularly shaped) parcel of
land located in the M-l, Light Industrial zone, to C-M,
Commercial Manufacturing. The subject site is located on the
southwest corner of Caroline street and Waterman Avenue.

2. The site and surrounding area are designated General
Industrial on the City's General Plan. Permitted uses in the
requested C-M zone include those uses allowed in the M-l zone
and C-3A, Limited General Commercial zone. The C-M zoning
designation has been interpreted to be consistent with the
Industrial designation on the General Plan.
The site is primarily vacant with some residential structures
existing. The purpose of the change of zone request is to
facilitate the development of commercial uses which would be
compatible with surrounding land uses. Existing developments
to the north and west are commercial structures on property
zoned C-M. To the south, the land is zoned M-lA and the land
use is vacant. To the east are non-conforming residences on
property zoned M-l.

4. The site is located on the intersection of Caroline Street and
Waterman Avenue. Because Waterman is a major arterial and due
to the proximity of this site to the expanding commercial
development to the west, it is considered to be a viable
commercial area. Therefore, a designation of Commercial-
Manufacturing is appropriate.
5. At their regularly scheduled meeting of January 8, 1987, the
Environmental Review Committee recommended a negative
declaration be adopted for Change of Zone NO. 86-27.

Bernardino, State of Calfornia, as per Map recorded in Book 7
of Maps, page 2, in the Office of the County Recorder of said
County, described as follows:
BEGINNING at a point on the East line of said Lot 4, 560 feet
South of the Northeast corner of said Lot; thence West parallel
with the North line of said Lot, 1,215.23 feet; thence South
parallel with the East line of said Lot, 716.90 feet, more or
less, to the South line of the North one-half of said Lot; thence
