annual allocation of funds for apportionment to Fine Arts groups and
Cultural Activities. be adopted as the official policy of the Mayor
and Common Council and serve as a guideline for Staff in the preparation
of future Annual Budgets for the City.

STAFF REPORT
The Ways and Means Committee has had several meetings during
which the adoption of a standardized position regarding the
allocation of funds for Fine Arts and CUltural Activities was
discussed.
The statement submitted to the Mayor and Common Council is
the product of this work effort. The objective was to
develop a statement of policy to serve as a guide for the
future budgeting of funds to be used for the purposes stated.
The $200,000 amount indicated for 1989-90 is the amount
adopted in the 1989-90 Budget. The $300,000 for 1990-91 is
an assumption based on building activity, which is expected
to accelerate following the moratorium.
The formula is tied to the amount of General Building Permit
Fees collected in the collected in the year just ended, 1988-
89. Using that figure as a base, more money will be
available for the Arts/Cultural Activities in years when
development is heavy than in years when building slacks off.
However, a "floor" of $300,000 is established for 1991-92 and
beyond, irrespective of amount of building activity.
The 60/40 division of the available funds was agreed upon by
the Fine Arts Commission and the Ways and Means Committee.
Appropriations to the various community groups and events
will be determined annually by the appropriate body
(Commission or Ways and Means Committee), based on criteria,
budgetary request forms, deadlines and result-reports
developed by the respective bodies.

POLICY STATEMENT
MAYOR AND COMMON COUNCIL
FUNDING OF FINE ARTS AND CULTURAL ACTIVITIES
It shall be the policy of the Mayor and Common Council to
provide assistance and support in the areas of Fine Arts and
Cultural Activities within the community in order to enhance
the quality of life of the citizens of San Bernardino.
In order to provide a reasonable level of resources to aid in
the funding of the various Fine Arts events and Cultural
Activities conducted for the benefit of the citizens of San
Bernardino, the sum of $200,000 shall be allocated for 1989-
90. For 1990-91, the sum of $300,000 shall be allocated.
For the years 1991-92 and thereafter, the allocation for each
year shall be $300,000, multiplied by a percentage factor
determined by dividing the dollar amount of General Building
Permit fees (Account 001-000-4-1330) for the fiscal year just
ended, by the dollar amount of the Base Year 1988-89
($909,089). In no event shall the amount of the allocation
be less than $300,000.
Of the Allocation each ye~r, sixty percent (60%) shall be
apportioned for Fine Arts purposes; and forty percent (40%)
shall be apportioned for Cultural Activities. The Mayor and
Common Council reserves the right to alter, amend or revise
this policy at any time.

The attached "policy statement" is a revision of the
statement you received at your previous meeting for dealing
with the distribution and use of the funds for Fine Arts and
Cultural Activities.
The revised formula avoids the potential over-acceleration
effect implicit in the first version, and ties the annual
allocation more closely with current building activity. It
does not relate the allocation directly to the Development
Fee; and by amending the policy, the Mayor and Council would
have the latitude of adjusting the amount involved, at any
time, depending on the revenues of the city.
