STAFF REPORT
The City currently has a full five (5) year . maintenance service contract
with the AMTECH Reliable Elevator Company for the full maintenance for
the City owned elevators (8) and escalators (2). Contract was adopted by
the Mayor and Council by Resolution No. 85-68 on February 18, 1984.
This contract agreement commenced on January I, 1985 and continued
through December 31, 1989. This agreement has an automatic termination
at the end of each fiscal ye8,r. In the event that the Mayor and Common
Council fails to allocate funds for such purposes.
It also set maximum monthly compensation for each year of the contract
and established a basis for adjustment based upon percent charges in
materials and labor cost on the adjusted ceiling for each year which ever
was less.
In July 1989, the City Administrator authorized the Purchasing Agent to
open negotiations with AMTECH Reliable Company to renegotiate or extend
the current contract at a more favorable rate because they had provided
acceptable maintenance service to our elevators and escalators without
taking advantage of the maximum escalated cost that they could have under
the existing contract, and the fact that it is the consensus of the entire
City staff that we could not benefit by reopening and advertising for
another contract.
AMTECH Elevator Company has always been responsive to our needs and
working with us to upgrade our system at the lowest and best available
cost.
The meeting of July 24, 1989 with company representatives, Public
Buildings Superintendent and Purchasing Agent resulted in a very
favorable agreement for the continuation of their contract for an additional
five (5) years that is most favorable to. the City. They agreed to extend
existing contract at the current price from January 1990 through June 30,
1990 in order to coincide with our fiscal years, plus they agreed to a five
(5) year extension and placing a cap on escalating cost, not to exceed
2.66% per year, and that the annual contract price for monthly services
(not including contract extras) would not exceed $25,000 annually for the
first two (2) years of the extension of this contract. Current annual
contract cost is $24,352.
AMTECH Elevator Company's proposal has been. reviewed with the City
Administrator and it is recommended that the existing full service
maintenance contract be extended from January 1, 1985 and continue
thereafter for a term of ten and one half (lOt) years, providing however-
that this agreement shall automatically terminate at the end of each. City
. fiscal year in the event the Mayor and Common Council of the City failed
. to allocate funds for the purpose of this agreement, and that the attached
resolution be approved authorizing and directing the Mayor to execute on
behalf of the City agreement with the AMTECH Reliable Company extending
the existing contract through June 30, 1995, as reflected on the attached
amendment at the existing contract.

BB IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THB
.CITY OF SAN BBRNARDINO AS FOLLOWS:
SBCTION 1.
Pursuant to paragraph 4 Term. of the full service
maintenance agreement with AMTECH Reliable Elevator Company, that
agreement is hereby amended by extending the Term until June 30, 1995,
and amending Paragraph 5 to establish the maximum monthly. price of
service for the sixth through tenth and one half years not to exceed
2.66% of material and labor costs or the annual adjustment ceiling listed
on the attached contract amounts, but not to exceed $25,000 annually
during the sixth and seventh years of the contract, all other terms of
the agreement shall remain as previously approved.
SBCTION 2.
The Mayor of the City of San Bernardino is hereby
authorized and directed to execute said proposal on behalf of the City;
and copy of which is attached hereto, marked Exhibit "A" and
incorporated herein by reference as fully as though set forth at length
herein.

FEBRUARY 20TH 1985, AND ADOPTED BY RESOLUTION NO. 85-68,
DATED FEBRUARY 18TH 1985 IS HERBBY AMENDED AS FOLLOWS:
Pagargraph 4. Term: This agreement shall commence on January 1,
1985, and continue thereafter for a term of ten and one half (10i) yeara,
9 June 30, 1995, provided, however this agreement shall automatically
