THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:
SECTION 1.
Purpose:
Pending further study and the
adoption of measures to assure the financing and construction of

Verdemont Area constituting such urgency are:
A. Currently public facilities and public services
are over-burdened and over-capacity.
B. Existing streets are substandard and existing
traffic conditions are unsafe.
C. Present street lighting is inadequate, causing an
increase in crime and dangerous conditions.
D. Because of a lack of sewers, there is greater
potential for groundwater contamination.
E. There is presently an inadequate supply of safe
potable water.
F. There are inadequate water systems for fire
suppression.
