Synopsis of Previous Council action:
01-04-87 -- Resolution No. 87-35 adopted authorizing execution of
Development Agreement with State.
June, 1987--Allocation of $2,330,408 approved in 1986/87 Budget for
design and construction.
09-l9-88 Plan approved and authorization granted to advertise
for bids.
03-20-89 Resolution No. 89-85 adopted, awarding a contract for
the low bid price of $2,018,625.32.
05-15-89 Addition of underground electrical services and a
restroom building to the contract for Phase I-B
approved.
06-19-89 -- Change Order No. One approved, increasing the contract
price by $29,555,00 from $2,018,625.32 to $2,048,180.32.

the construction of an additional restroom building atSeccombe
Lake Park, Phase I-B, in the amount of $159,700.00, be rejected.

STAFF REPORT
A proposal to provide electrical service for special
events and construct a restroom building, was approved in
principle at the 5-l5-89 Council meeting. Plans for the restroom
were prepared and forwarded to the Contractor, Marina
Contractors, Inc., for preparation of a price quote. The pre-
liminary cost estimate for the restroom building was $78,000.
The Contractor has submitted a price quote of $l59, 700
for the restroom building, which equates to $255 per square foot.
We consider this price to be excessive, and without justifica-
tion. After numerous meetings, the Contractor is unable, or
unwilling, to substantially reduce their price quote. The design
architect concurs with our assessment that a price of $255 per
square foot is not competitive.
The building pad and underground utilities will be con-
structed under the current contract, which will allow the
restroom building to be constructed in the future.with a minimum
damage to existing improvements.
We recommend that the quote by Marina Contractors be re-
jected, and that the construction of the restroom building be
deferred until after the completion of the current contract.

installation of electrical service, for an increase
of $27,057.60 in the contract price, from
$2,048,l80.32 to $2,075,237.97.
