Recommended motion:
That appointments to regularly budgeted positions, upon the
recommendation of the appointing authority be approved by the
City Administrator, on a tentative basis, subject to
confirmation by the Mayor and Common Council.

STAFF REPORT
At the present time, all personnel appointments are placed on
the Council Agenda for approval prior to the prospective
employee(s) reporting for work. For the employee, this is
several weeks from the time he/she saw the advertisement,
filed the application, waited for the written test to be
administered, waited for the test results, be contacted to
come in for the interview portion of the examination, be
contacted to come in for the employment interview and (after
the Department/Division Head has made the selection) then
wait for the next Council Meeting.
It is requested that the City Administrator be authorized to
approve the appointment of properly examined/certified
personnel to vacant positions as soon as the
Department/Division Heads have made their decisions. The
Mayor and Council would subsequently confirm the appointments
at the next regular Council Meeting.
The value of this procedure is two-fold ...1. The vacant
( position is filled quicker and there is as little disruption
as possible to the Department...2. The City acquires a
better quality employee. Particularly in the lower paying
positions, the applicants want jobs now. They can't afford
to wait for a lengthy employment process (they are usually
younger, are renters, have car payments to make, etc.) The
best qualified candidates are more employable and are,
therefore, hired in a shorter period of time. By the time
the City'S job opportunity is available, we are left with the
lower half of the Eligibility List.
If staff could hire as soon as possible, and have the
appointments confirmed by the Mayor and Council, it would be
of great benefit to the City.
