1. APPROVAL OF SENIOR PLANNER POSITION - The committee
recommended approval (see attached). In addition, the Com-
mittee recommended that the city Administrator prepare a
request to the Mayor and Council to permit appointment to
positions from the Eligibility List to be made by the city
Administrator, subject to confirmation to the Mayor and
Council at the next regular council Meeting.

For a number of years there was an informal agreement for
Redevelopment to fund a planning position. Three or four
years ago that funding was dropped by the planning Director.
Last year funds were set aside in the RDA Budget, but the
City did not create an additional position. It was unclear
as to the impact of the four additional positions added the
previous year.
This year the position is still funded from the RDA, but it
does not exist on the city side. Therefore, this is a
request to increase staffing in the planning Department by
one Senior Planner, with the understanding that this is a RDA
funded position. Should the agency decide not to use
Planning services, the funding could be lost.
The duties would include assistance in preparation
and reports to the commission, working with RDA
assisting developers, assistance to PAC's and
support on Norton and Mt., Vernon Proposed Projects.
It is requested you recommend approval of this additional
senior Planner position (RDA funded) to the Mayor and Common
JtOU cil.
