MOBILE HOME PARK RENTAL ASSISTANCE PROGRAM
Svnopsis of Previous Commission/Council/Committee Action:
The Mayor and Common council discussed the issue of rent stabilization,
established a Citizen Mobile Home Fact-Finding Committee and adopted Ordinance
Number 3805, establishIng a moratorium on rents to be charged to mobile home
park tenants residing In the City.
During the last quarter of 1987 and through March, 1988 the Mayor and Common
Council selected a consultant to survey mobile home parks. conducted various
publiC hearings and accepted the consultants' report. specifically the
consultant's recommendations regarding a rental assistance program.
On June 20, 1988. The Mayor and Common Council approved and adopted the City
of San Bernardino Mobile Home Park Rental Assistance program.

That the Community Development Commission approve the use of Twenty
Percent (20t) Set-Aside funds for the City of San Bernardino Mobile
Home Park Rental Assistance Program In an amount estimated to be
$27.200.00.

On June 20, 1988, the Mayor and eu.~. Camcil awlwed and adqXed the City of San
Bernardino Mc:tlile Hane Park Rental Assistance P.L"':!...aw_ '!he pl."':!........ is designed to
provide a rent subsidy in the fom of a grant in an lIIICUl1t not to <>weed fifty dollars
($50.00) per JII:lI'Ith to eligible lIIClbile bane park tenants who are livin;J at or below
fifty percent (50%) of the -nb'1 inoane, and are spenjin;J fifty percent (50%) of
their household inoane on halsin;J and related expenses. Annual recertification of
tenant eligibility is required.
'!he proglaw initially capitalized in the lIIICUl1t of $50,000.00, $40,000.00 fram the San
Bernardino Parla:Jwner's Association (SBRlT\.) and $10,000.00 from the City, respectively,
is administered under agL.......el1t. by the CaJnty of san Bernardino Ccmnunity Selvices
Department (CSD). Section IX of this ag"'=wo::IIt, entitled I~"hoote of F\IrDs". reads as
follows:
"If, at llIrI time, durin;J the life of this ag1:eew....L a rent control p:t:OgLam is
inplemented within the City of san Bernardino as a result of action by the City
Council, or through its initiative proo....s, CSD shall rebate to the City and
SBroA, on a pro rata basis, such lIalies as remain in its possession as a result
of this a'J.............It, as of the effective date of such rent control pl."':!......... CSD
may first recover its CXlSt of administration of this ag1:eeu..nt incurred prior to
such effective date."
Because of the action taken by the Mayor and CcarInDn Camcil on August 7, 1989,

Section 33334.2(a) of the California CamlJnity Redevel'+'....lIt raw states that:
''Not less than twenty-percent (20%) of all taxes Wic:h are allocated to the
