STAFF REPORT
A job audit was conducted on the occupied position of Account
Clerk III in the Finance Department, to determine if the duties of
the position are more compatible with those of Accounting
Technician. This request was initiated by Andrew Green, Director
of Finance. The results of the study are as follows:
It is recommended that the Account Clerk III position studied
be reclassified to Accounting Technician. The incumbent
reconciles the City's checking accounts; prepares outstanding
check schedules; verifies deposits and disbursements; audits
the City's cost distribution system and prepares journal
vouchers for cost recognition; and audits the City's health
benefit program for the purpose of issuing payments to health
program carriers, in addition to other duties. The duties of
this position are very demanding and critical in that a non-
correctable error could have financial implications that could
be far reaching and damaging to the city. The incumbent is
afforded exceptional latitude and independence with general
direction from the Senior Accountant, Internal Auditor/Budget
Officer or Department Head in making recommendations, setting
priorities, adjusting policies, practices and procedures,
performing problem solving and interfacing with other depart-
ments, agencies and the public.
In comparing the above duties and responsibilities of this
position with the Accounting TeChnician position in the Water
Department and Community Development Department, the position
meets and in some instances exceeds the requirements as
outlined in the job specification.
The upgrade for this position from Account Clerk III, R108S
($1722-2099/mo.) to Accounting TeChnician, R1097 ($2001-
243S/mo.) would cost $1248 per year if the incumbent 1S
appointed to the first step of the higher salary range which is
at least 5% above the current salary level. The increased costs
for this action once the incumbent reaches the top step, based
on the current salary for each jOb, will be $4616 annually
including 18% for fringe benefits.
