Recommended motion:
That public hearing be scheduled for September 6, 1989 at
10:00 A.M. for the purpose of discussing the proposed
increase in medical transportation rates, and that the
City Clerk be authorized to publish notice of a Public
Hearing in the San Bernardino Sun newspaper,
and
That the City Attorneyne directed to prepare a resolution
incorporating the rates recommended by the Ways and Means
Committee for consideration following the close of the

STAFF REPORT
This matter was referred to the Bureau of Franchises, which
considered the request for rate increases on August 8, 1989.
The Bureau recommended adoption of the rate structure pro-
posed for San Bernardino and referred the request for rate
increase to the Ways and Means Committee for review.
At the meeting of the Ways and Means Committee, held August
14, 1989, the Committee discussed the matter with Courtesy
Ambulance Services. After receiving the response of Mr. Rice
to several questions, the Committee concurred in the recom-
mendation of the Bureau of Franchises and voted to forward
the proposed restructuring of Ambulance Rates to the Mayor
and Common Council.
The action before the Mayor and Common Council at this time
is to set the matter for Public Hearing and to instruct the
City Attorney to prepare a resolution incorporating the rates
to be considered.

On August 8, 1989 the Bureau of Franchises unanimously approved the
new ambulance rate increase submitted by Courtesy Services of San Bernar-
dino, Inc. The new rate increase request is 10% lower than those rates
approved by the County of San Bernardino Health Officer on July 31, 1989.
The Bureau of Franchises did not hold a public hearing and therefore the
public hearing should be held at the Council level.
I have attached a staff report and the new rate proposal for your
review.

STAFF REPORT
At their meeting of July 17, 1989 the Mayor and Common Council referred the
ambulance rate increase submitted by Courtesy Services of San Bernardino, Inc.
to the Ways and Means Committee. The Ways and Means Committee met on July 24,
1989 and based upon the City Attorney's opinion denied indexing the City ambulance
rates to the County rates. It was then the opinion of the Ways and Means Committee
that the matter of the ambulance rates should be sent back to the 8ureau of Fran-
chises for approval minus the indexing issue and then returned to the Ways and
Means Committee.
The County Health Officer has subsequently approved higher ambulance rates
for the County of San Bernardino and Courtesy Services has increased their
ambulance rates above those rates originally reviewed by the Ways and Means
Committee. However the new ambulance rate increase now requested by Courtesy
Seryices is 10% below the new -rates approved by the County Health Officer on
July 31, 1989.
At their meeting of August 8, 1989, the Bureau of Franchises received the
attached proposal from Courtesy Services of San Bernardino, Inc. for an increase
in the rates for ambulance services. Based upon the fact that the new rate ~
request by Courtesy Service of California, Inc. is 10% less than the rates now
to be charged in the County of San Bernardino the Bureau of Franchises considered
the proposal and then unanimously recommended to the Mayor and Common Council
that the following rate structure be adopted.
