Recommended motion:
That the Director of Public Works/City Engineer be authorized to
proceed with the identification of parcels without full street improve-
ments and initiate proceedings, under Chapter 27 of the Streets and
Highways Code to order property owners to install the missing improve-
ments.

STAFF REPORT
There are many parcels throughout the City without full
street improvements. These "missing links" detract from the
appearance of those other parcels within the block that have
full improvements, such as paving, curbs and gutters, and
sidewalk. Other problems with drainage and maintenance are
created by these gaps. Also, it is felt that these missing
improvements can promote the spread of blight.
Chapter 27 of the Streets and Highways Code provides a
process for having missing sections of street improvements
installed. Under the provisions of this chapter, a City can
order any property owner to install street improvements,
whenever at least 50% of the block is improved. If the
property owner fails to install the missing street improve-
ments within 90 days, the City can order the work done. All.
costs for installing the improvements are billed to the
property owner.
It is recommended that authorization be granted to
proceed with the identification of parcels without full street
improvements, where at least 50% of the block is fully
improved. Also, to submit these parcels to the Mayor and
Council for issuance of an order to install the improvements.
These parcels will be submitted in an orderly and
systematic manner, that will not overwhelm the Council Agenda.
