REPORT ON CULTURAL FEES - Item continued to August l4 to allow staff time to draft a policy statement providing a 60% - 40% split of development fees collected. The amount provided on a one-year test basis would initially be capped at $300,000. The Fine Arts commission would receive 60% of the fees for disbursement and the Ways and Means Committee the remaining 40%. The intent is to establish separate lists for Fine Arts and Cultural Affairs so that items flow to the correct authority. 2. PROPOSED INCREASE IN MEDICAL TRANSPORTATION RATES - Item continued to August l4. The City Attorney's office, in coordination with Mr. Gagnon, will determine whether Courtesy Ambulance must present their item to the Franchise Bureau again. Ms. Brue's verbal opinion was that the city's rates could not legally be indexed to the county's rates so Mr. Rice was required to resubmit his proposal. The committee requested that the city Attorney's office provide information to both Ways and Means and Mr. Gagnon at the same time advising whether or not Mr. Rice would have to meet with the Bureau of Franchises. 3. RELEASE OF FUNDS "CRACKDOWN" ANTI-DRUG PROGRAM - The Committee referred the item to the council without a recom- mendation. At least one member felt that the program could be supported from contingency funds as recommended by the Mayor. The Committee, as a whole, requested that a specific and comprehensive report be provided by Mr. Herndon that indicated the number of contracts, consultations, saves, ac- countability, etc. There was a general concern as to whether o o the program provided the justification necessary to appropri- ate taxpayer dollars. Mr. Herndon assured the Committee he would provide the necessary information by wednesday, July 24, 1989. This item will be placed on the August 7 agenda. Meeting adjourned.
