HomeMy WebLinkAbout1982-011'l 1 RESOLUTION NO. 82-11 2 RESOLUTION OF THE CITY OF SAN BERNARDINO URGING THE RETENTION IOF INIMRSTATE HIGHWAY DESIGNATION OF ROUTE I -15E FROM TEMECULA TO 3 IDEVORE THROUGH THE CITY OF SAN BERNARDINO. 4 11 WHEREAS, the City of San Bernardino more than a decade ago 5 joined with the state and federal governments to facilitate an 6 interstate highway route from San Diego through San Bernardino and 7 has supported and cooperated in the completion of major portions 8 of this route, and 9 WHEREAS, the routing of this major interstate highway 10 profoundly affects the City and its people with both positive and 11 negative impacts and has been a dominant influence on the local 12 economy, life-style, and City development; and 13 WHEREAS, Interstate 15E through San Bernardino, Riverside and 14 Perris is part of the original interstate highway system and 15 presently provides the only continuous route between Las Vegas and 16 San Diego, and its maintenance and rehabilitation is currently 17 planned and represents a high priority in state funding; and 18 WHEREAS, the 1971 studies designating I-15 to follow routes 19 1171 and 31 in Riverside and San Bernardino Counties were based on 20 funding forecasts which have proved erroneous, so that the 21 projected route has not been built and is not planned for 22 completion in the foreseeable future, and such new construction is 23 a low funding priority of the state; and 24 WHEREAS, the portion of highway from Ontario to Devore now 25 designated I-15 serves as a bypass facilitating traffic on I-10 26 between Los Angeles and Las Vegas and does not now connect to a 27 south to San Diego; and 28 11route WHEREAS, the state and federal governments made a commitment I to the City of San Bernardino and its people to provide interstate 2 route designation, on which commitment the City has relied in 3 planning and building its community facilities including streets, 4 channels, roads, etc.; and 5 WHEREAS, the economic viability of the City of San Bernardino 6 and the livelihood of its residents outweighs corrections in the 7 technical detail of road signs, 8 NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common 9 Council of the City of San Bernardino urge that the existing 10 highway from San Diego through the City of San Bernardino remain 11 part of the interstate system of roads to be designated as I -15E 12 or such other interstate designation as is appropriate. 13 AND, BE IT FURTHER RESOLVED that the Mayor and the Common 14 Council urge the Department of Transportation to seek an extension 15 of time, if necessary, from the Federal Highway Administration for 16 upgrading of I -15E interchanges in order to retain the interstate 17 designation. 18 I HEREBY CERTIFY that the foregoing resolution was duly 19 adopted by the Mayor and Common Council of the City of San 20 Bernardino at a regular meeting thereof, held 21 on the 4th day of January 1982, by the following 22 vote, to wit: 23 AYES: Council Members Castaneda, Reilly, Botts, 24 Strickler 25 NAYS: Council Member Hernandez 26 ABSENT: Council Member Hobbs 27 28 City Clerk -2- I I The foregoing resolution is hereby approved this I--;;* day 2 of January , 1982• -.0 R' o t Cit of Ban Bal£nardin 4 Approved as to form: 5 � /1 A A 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 -3-
