S. Deparbnent of Housing and Urban Development On May 6, 1996, a similar action was adopted for the Second Year Action Plan component. ECONOMIC DEVELOPMENT AGENCY STAFF REPORT ------------------------------------------------------------------------------------------------------------------ SET THE PUBLIC HEARING ON CONSOLIDATED PLAN RELATED ITEMS Backl!round and Analvsis On May 15, 1995, the Mayor and Common Council approved and adopted the Community Development Advisory Committee's (CDCAC) recommendations for Fiscal Year 1995/96 Community Development Block Grant (CDBG), HOME Invesbnent Partnership Act (HOME), and Emergency Shelter Grant (ESG) programs and activities, and authorized the Acting Director to submit the 1995-1999 Consolidated Plan which contained the First Year Action Plan component, to the U. S. Deparbnent of Housing and Urban Development (HUD) for approval. The Consolidated Plan and First Year Action were approved by HUD in July 1995. On May 6, 1996, the Mayor and Common Council approved and adopted the Second Year Action Plan component which contained 1996-97 Fiscal Year projects and activities. The Second Year Action Plan was approved by HUD in July 1996. And, in preparation for the Third Year Action Plan, the Community Development Citizens Advisory Committee (CDCAC) reviewed the schedule for this process on June 18, 1996. As a part of the approvals and because an .mP.ntlment is being proposed to the Consolidated Plan, HUD requires public hearings on certain activities related to the Plan and during each program cycle. The purpose of the public hearing that would be held on October 21, 1996, would be to: . Review the Consolidated Plan Annual Report; . Review the HOME Investment Partnership Act Program Performance Report; . Review the Community Development Block Grant Performance Report (Grantee Performance Report); Approve and adopt CDCAC recommendations for mid-year 1996/97 CDBG funded projects, (funded from residual 1995/96 CDBG dollars) which will constitute an amendment to the Consolidated Plan; and . . Hear community need discussions for the Third Year Action Plan, which will be met from 1997/98 Program Year funding. Recommendation Based on the above, it is necessmy and appropriate to hold a public hearing on the various reports, the proposed amendment to the Consolidated Plan and to solicit citizen comments on the community needs for the Third Year Action Plan.
