STAFF REPORT
Public Resoures Code Section 47200 authorizes the California Integrated Waste
Management Board(CIWMB) to award up to $3 million in grants annually to local
government agencies for programs that reduce the amount of Household
Hazardous Waste (HHW) disposed of at solid waste landfills. Grant funding is
available to fund various educational, outreach or collection programs.
Under AB 939, the City of San Bernardino is required to have, as part of it's local
waste management planning documents, a Household Hazardous Waste Element
which describes the methods and approaches that the City will use to prevent
Household Hazardous Wastes from being illegally disposed of at solid waste
landfills. Household Hazardous Waste may enter the system by residents putting
it in with their regular garbage. In order to meet this requirement, the City has
contracted with the County of San Bernardino to provide Household Hazardous
Waste management services. The County of San Bernardino developed and
currently operates a Household Hazardous Waste Collection Program, which
provides a safe, environmentally sound disposal system for these materials. A
permanent collection facility is located within the City, at 2824 East "W" Street,
San Bernardino International Airport, and is available for use by City residents.
If approved, this grant will permit the City to provide an effective educational
program on Household Hazardous Wastes to our residents through an informative
booklet,prepared in both English and Spanish,which will be customized to include
information specific to the City of San Bernardino. This booklet will be
distributed to all residential customers within the City by mail. A sample of this
booklet is provided as back-up.
A second feature of this grant is the opportunity for the City to participate in a
regional Household Hazardous Waste interactive telephone hotline. A weaknesses
of the existing system is the lack of available information on proper disposal of
HHW during evening and week-end hours. This interactive hotline will provide
information to residents on a 24-hour basis, and provide directions to the County's
collection facility.
This grant application was prepared by Always Think Twice, Inc. for the City of
San Bernardino. All materials, documents and reports necessary to perform and
support this work will be prepared by Always Think Twice, Inc. on behalf of the
City. Included within this grant amount is $450.00 to cover staff's cost for
administration of this grant program. The total dollar amount of this grant is
$86,420.00. No matching funds are required. Always Think Twice, Inc. will be
paid through the grant funds; in the event that the grant is not funded, there is
further obligation or payment due to Always Think Twice, Inc. Adequate staffing
exists to administer this project, and neither the General Fund nor the Refuse
Division Enterprise Funds are affected if this grant is approved. In the event that
the CIWMB awards this grant to the City, staff shall submit to the Council for it's
approval, an agreement between the City and Always Think Twice for the tasks
outlined within this grant application. Staff has attached a letter outlining Always
Think Twice, Inc.'s proposal to the City.
Staff recommends adoption of the attached resolution authorizing submission of
this application for grant funds in the amount of $86,420.00.

will be submitted at the next City Council meeting scheduled for
October 7, 1996,

Applicant Name: City of San Bernardino
Need - To increase and expand the public education and information program to promote an
understanding among the general public of the serious health, environmental and f nancial
consequences that are the results of improper disposal of Household Hazardous Waste
Educating citizens about the negative effects of Household Hazardous Waste is of vital
importance to the City of San Bernardino because the City sits on numerous water basins
and aquifers. San Bernardino is water rich. That coupled with the Santa Ana River running
through its center and the San Bernardino National Forest to the North, requires the City
to be environmentally sensitive to HHW.
As the largest City in the Inland Empire, San Bernardino contracts with San Bernardino
County to operate a permanent HHW collection site within the City. The City has an
ongoing need to educate its citizens about Household Hazardous Waste and inform them
of their local options for recycling and disposal of HHW. Although the permanent
collection site does exist within the City, only a fraction of the 185,000 people that live in
San Bernardino recycle or dispose HHW at the collection center, leading the City to believe
that a significant amount of HHW is improperly disposed. This is not done because citizens
are unwillingness to participate, but because they are ignorant in identifying HHW in their
home and the City lacks educational materials in the community's secondary language.
A significant number of the population speaks both English and Spanish. Some are more
comfortable speaking their native Spanish language. San Bernardino's Hispanic population
continues to rise and is currently at 34°x6. Although the County provides educational
information to San Bernardino residents, the information is general because of the large
audience the county must reach. Consequently, citizens don't see Household Hazardous
Waste (HHWE) as a local problem and very little information is developed to fit the city of
San Bernardino's special needs and diversity.
In order to achieve our goal of educating the citizens of San Bernardino, we need to provide
a vehicle that reaches out to our diverse population. We will assume that our English
speaking residents know little about HHW, other than used oil and paint. We also assume
that residents within our community that speak only Spanish know nothing about HHW
programs within our community and the County, primarily due to lack of outreach.
Since our population'of families that only speak Spanish continues to grow, we need to
provide educational materials to assist the new residents as well as existing residents in
discovering Household Hazardous Waste within their home. The County's existing mobile
collection program is utilized by some citizens; however, the City believes a successful
educational program will increase participation by residents for the program as well as an
increase in the types of Household Hazardous Waste which are disposed of or recycled at
mobile collection sites.

The City significantly increased its recycling of used oil through an educational campaign,
developed under a State grant program. We believe increased public awareness of HHW
will have the same results as our used oil program. Once an educational program is
established through the distribution of Always Think Twice Inc.'s bilingual booklet
"Discovering Household Hazardous Waste In Your Home " and its Interactive 888
number, citizens will be motivated to increase their participation in the County's Household
Hazardous Waste Programs.
Objective- Increase participation and material types collected through the City of San
Bernardino's and County's HHW collection program.
San Bernardino goal is to increase citizens participation in San Bernardino County's HHW
Collection Programs. Our number one priority is to utilize the public awareness information
outlined within the Always Think Twice Inc. booklet, which will be printed in both English
and Spanish and will be distributed to our residents.
The bilingual booklet will assist the citizens with identification of HHW, its proper storage,
source reduction and recycling. Due to the health and potential danger of HHW stored in
the home, each "Discovering Household Hazardous Waste In My Home" booklet is
accompanied with a sticker of the Local Poison Control Center number for residents to
place on the telephone in case someone in the household is improperly exposed to HHW.
The booklet also touches on the potential financial and environmental impacts of improperly
disposing of HHW.
Another objective is to provide convenient and local information in a timely manner. Always
Think Twice's Interactive 888 will assist the City in accomplishing this objective. The
Interactive 888 number (888-211-7313) is the first statewide 888 number dedicated to
HHW. Our residents will be able to call and receive immediate local information 24 hours
a day seven days a week. The system is fully automated and has the ability to fax
promotional materials to residents as well as take messages and transfer to a City
representative. The County's existing number is a manned number that is not in operation
on the weekend, leaving "do-it-yourselfers" without an avenue to assist them with
information on the proper outlets for their HHW. Convenient and accessible information
on the weekend is crucial as San Bernardino has a large working class population that fix
and repair items on the weekend.
The City's goal is to distribute the "Discovering Household Hazardous Waste in My Home"
to every home within the City of San Bernardino. The booklet will be accompanied with a
refrigerator magnet with the 888 number on it. The objective is to insure that every
household in the City is given the opportunity to participate in our discovering HHW
campaign. The refrigerator magnet should be considered as a standard part of the 888
number for funding purposes.
The 888 number should be considered our second order of priority. Funding for promotion
of the number is our third priority, as the bilingual booklet will feature the interactive 888
number and PSA's could also be developed if funding was not available for promotion of

the 888 number.
Enhancement of the County's program will be measured by an increase in the participation
from the citizens within San Bernardino. Increases will be determined through the
County's collection data from the permanent collection site and the development of a report
from the interactive 888 number.
The grant proposal is consistent with the information selected in San Bernardino's HHWE,
sections I, 11, III and IV. The materials outlined in this grant will also be displayed at City
Hall and distributed at community events and will be prominently displayed at HHW
collection centers.
Budget- As outlined in Exhibit C, the program costs proposed by San Bernardino are
reasonable and very economical. The program is built on shared cost for production of
materials and labor. Development cost for the booklet and the Interactive 888 number are
at a fraction of the cost if communities needed to start from ground zero.
Always Think Twice's "Discovering Household Hazardous Waste in Your Home" booklet
is 12 pages or 24 pages two sided. 8 pages of the book are standard materials developed
by Always Think Twice Inc. San Bernardino will pay for four pages to be customized. The
general research and development of the eight general pages is not borne by the City,
resulting in significant savings. RB Graphics of Riverside was selected as the printer to
produce the booklet for resale by Always Think Twice Inc. Attached quotes by RB
Graphics are the printing cost, a license fee to publish the booklet and sales tax of 7.75°x.
The estimated cost to develop an 888 number like Always Think Twice Inc.'s Interactive
888 number is over $120,000.00 for equipment and setup. San Bernardino will pay a
fraction of that cost and receive the most advanced HHW public information number
available. The entire program is based on a shared cost between jurisdictions throughout
the State. Always Think Twice has arranged for service with the Furst Group, a
$100,000,000.00 telephone company that topped Fortune 500 Magazines list of small
businesses on the move.
A summary budget page precedes Section C. The summary page identifies the total hours
and cost billed to the grant application by the consultant. The hours billed represent hours
that Always Think Twice Inc. expects to bill the grant.
Although Always Think Inc. is preparing similar programs for other cities, the cost and
programs identified in this application were quoted on an individual basis and are not
dependent on the funding of other grant applications.

Methodology - The City along with its consultant, Always Think Twice Inc. will utilize
established companies in their respective fields to carry out the task outlined within the grant
proposal
San Bernardino will work with our consultant to establish a time-line for implementation of
the program. The first step in the program is to acquire the latest information from the
County on existing and future HHW programs. The next step is collecting information on
local used oil and other HHW collection sites. The City will use its extensive knowledge of
local disposal and recycling options for HHW. Once the information is collected, the
interactive 888 number will be customized to allow callers easy and quick access to their
local HHW information. After the interactive 888 number is on line, the City will distribute
its bilingual booklet and refrigerator magnets.
This methodical approach is sound because it provides an opportunity for existing
resources to be prominently displayed in the booklet and on the interactive 888 number.
No additional staff will be necessary to complete the project. The recycling coordinator and
staff will work with the consultant to coordinate the development of this program. Staff
time has been allocated within the grant application for review and approval of consultants
work. The consultant will spend no more than 50 hours (outlined in Exhibit C) developing
and completing the necessary reports to the California Integrated Waste Management
Board.
The program will require minimal, if any, funding for the future as the booklet is not a throw
a-way item and can remain in the household for several years. Additional booklets will be
available at public events and other community activities. Should the City desire to
continue use of the interactive 888 number after the grant cycle is over it will be billed
based on system usage. It is important to note that the City of San Bernardino is not
obligated in any way to continue use of the interactive 888 number after the end of the
grant cycle. In the event that interactive 888 number is not used San Bernardino will have
the option of enhancing its current "888 Oil Drop" number with grant funds.
Evaluation- Evaluation of the program's success will occur in two phases. Phase one will
commence once the interactive 888 number is in operation. Advertising of the 888 number
will set the stage for the evaluation. The interactive 888 number will categorize calls by
subject matter and origins of the calls. Member cities will receive quarterly reports from the
Consultant that identifies the most frequently requested information. The quantitative data
will be measured to determine the success of the program. The success or failure of the
program will be based on the number of calls to the interactive 888 system by residents of
San Bemardino vs. number of calls to the County's information line during the previous
year. The consultant will also seek data on increased usage of County HHW facilities by
the San Bernardino residents.
The second phase of the evaluation will occur after the booklets are distributed to residents,
which will occur in the second quarter of the grant cycle. The consultant expects a
significant increase in calls to the interactive 888 number once the booklets and refrigerator
magnets are distributed to each household. The report will also specify another variable.

The booklet and the interactive 888 number targets member of communities that primarily
speak Spanish. A subcategory within the evaluations will determine the results of the
booklet in meeting this particular need within the community. Success in this area will be
measured by an increase in usage of the interactive 888 number, which will track the
number of calls and categories, by callers requesting information in a language other than
English.
The final report will be a consolidation of the quarterly reports. The quantitative data will
outline the increase in usage of the interactive 888 number and the category of calls. An
annual comparison between the usage of County facilities before the program was
implemented versus the use of facilities after the interactive 888 number and bilingual
booklet were distributed to the residents. Data will be graphically displayed by various
charts for ease in presenting the successes of the program.

Always Think Twice lnc.'has developed innovative materials to educate your citizens about
Household Hazardous Waste (HHW).: The Always Think Twice team, with over 30 years
of Solid Waste and HHW experience, analyzed' existing HHW educational information-and
concluded that the public has very limited knowledge of exactly what constitutes HHW.
Our solution to your public education challenge is the development of the following
materials:
"Discovering Household Hazardous Waste In My Home "(A bilingual booklet)
The booklet will serve as a reference guide to assist citizens with: safety tips, storage
options, source reduction and local information on recycling of HHW. In addition, the
bilingual booklet assist citizens in multi cultural communities with discovering HHW in their
home.
Interactive 800 number
Always Think Twice has established an 800 number which sets the standard for
consolidation of resources, efficiency, and fiscal responsibility. Our state-wide interactive
system replaces local HHW information lines and increases citizens access to information,
as the system is accessible 24 hour a day, 7 day a week. The system recognizes the first
three digits of the -callers phone number and immediately routes the caller to their
community's information bank. It can assist callers by transferring them to their
community's designated representative and fax maps to assist citizens in locating drop-off
centers.
Always Think Twice's 800 number eliminates barriers to advertisement. Our 800 number
will be promoted in state-wide audio and print media. If you are interested in learning how

Refrigerator Magnet
By displaying the magnet with Always Think Twice's 800 number, residents are constantly
reminded of their recycling and disposal options for HHW.
Program Funding
The team at Always Think Twice reviewed State-wide statistical information to target
communities with diverse populations that would most benefit from our educational
program. Based on our research, we believe our educational materials will qualify your
community to receive a HHW grant from the California Integrated Waste Management
Board (CIWMB), in the amount of . oa . The CIWMB has $3 million in
grant funds available to local governments. The deadline for the grant submittal is
September 27, 1996.
Grant Proposal
The first step in this process is to apply for the HHW grant. Always Think Twice will
prepare your grant application at no cost to your agency. If your agency is awarded the
grant, Always Think Twice will administer your HHW grant by customizing our materials
for your community and will submit the necessary reports to the CIWMB. Funding for our
services will be derived entirely from grant proceeds. if City is only obligated to use
Always Think Twice Inc. services if it is a recipient of a HHW grant. An unfunded HHW
grant application terminates any commitment for services between the City of San
Bernardino and Always Think Twice Inc.

awareness and in the increased amount of Household Hazardous Waste that is recycled
