POsmON JUSTIFICATIONS
The following are justifications for appointments and promotions to be reviewed by the Mayor
and Common Council at the October 7, 1996, Council meeting,

1. Code Comnliance Field Sunervisor CPruitt. .Ir.. Dean) - Appointment
CODE COMPLIANCE DIVISIONIMA YOR
Justification:
On June 8, 1996, the Mayor and Common Council approved the Code Compliance
consolidation. As part of the consolidation, one (1) current Code Compliance Supervisor
was retitled to Code Compliance Field Supervisor and one (1) additional Code
Compliance Field Supervisor position was authorized.
The reorganization of code compliance personnel has placed a tremendous burden on the
current Field Supervisor. There are 35 staff members, including 20 field inspectors,
The Code Compliance Division is currently undergoing transition of personnel from four
sections, as well as integrating the different code enforcement tracking systems.
Additionally, due to a significant case backlog, it is critical that the vacancy be filled as
soon as possible to provide supervisory support and assist with developing division
policies and procedures during the transition period,
2. Dispatcher I (Croteau. .Iudv A.) - Appointment

Justification:
The Fire Communications Center has an authorized strength of eight (8) Fire Dispatchers
I/II and one (1) Fire Dispatcher Supervisor, a total of nine (9) positions, Currently,
seven (7) Fire Dispatchers llII positions are filled and the ninth Fire Dispatcher (Judy
Croteau) will start in October 1996, pending Mayor and Common Council approval.
This action will fill all nine (9) positions authorized,
This gives the Fire Department nine (9) fully-trained Fire Dispatchers to cover three,
eight-hour shifts, seven days a week, in the Communications Center,
Cost savings associated with the vacancy are entirely offset by backfilling the position
with full-time dispatchers or firefighters working overtime, At times, non-dispatcher
replacements influence the quality service provided to the public and field personnel.
This is mainly due to their lack of familiarity with CAD (computer-aided dispatcher)
operations.

Filling this position will help offset the chronic need to use overtime to adequately staff
each shift, It will increase the efficiency of the Communications Center and improve
quality service delivered to both the public and field personnel. Further, it will decrease
liability, reduce dispatcher stress and help improve morale,
3. Disoatcher I (Vella. Jimmie) - Appointment
POLICE
Justification:
The Police Department Communications Center has an authorized strength of 21
Dispatcher I/II, four 04 Senior Dispatcher and five (5) Dispatch Supervisor positions,
Currently, 19 Dispatcher I/II positions are filled. This leaves us with two (2) Dispatcher
I vacancies,
A Dispatch Supervisor is currently a qualified injured worker (QIW) pending a disability
retirement, a Senior Dispatcher is on medical leave, a Dispatcher II is off a minimum
of 50 percent of the time while undergoing medical treatment and seven (7) Dispatcher
I/II are currently paired up with veteran Senior Dispatcher/Dispatcher II trainers,
This provides 19.5 fully-trained Dispatchers to cover four shifts, seven days a week in
the Communications Center,
Cost savings associated with vacancies are entirely offset with backfilling these positions
with full-time dispatchers, community service representatives or police officers working
overtime, Oftentimes, non-dispatcher replacements impact the level of quality service
provided to the public and field personnel due to their lack of familiarity with CAD
operations,
Filling this position will help offset the chronic need to use overtime to adequately staff
each shift, increase the efficiency of the Communications Center and improve the level
of quality service delivered to both the public and field personnel. Dispatcher stress will
be reduced and morale will improve, Police will have filled all but one (1) authorized
Dispatcher 1/11 position,
