SUBJECT:
Resolution ratifying the submittal of the budget detail worksheet for the Fiscal Year 2008
Metropolitan Medical Response System (MMRS) Grant Program to the San Bemardino
County Fire Department, Office of Emergency Services.
BACKGROUND:
The Department of Homeland Security has consolidated the administration of several
grant programs within one application package. The 2008 Metropolitan Medical
Response System and the 2008 Homeland Security Grant Program (also on today's
agenda) are both under this consolidation. The San Bernardino County Fire Department,
Office of Emergency Services is required to administer the grants. San Bernardino
County will submit all surrounding local jurisdictions budget detail worksheets to the
Department of Homeland Security for approval.
On June 25, 2008, the San Bemardino County Fire Department, Office of Emergency
Services notified the City of San Bernazdino Fire Department of the availability of the
Metropolitan Medical Response System (MIvII2S) funding from the Department of
Homeland Security. The entire amount of $321,221 has been sub granted to the City of
San Bemardino, as the authorized MMRS City within the San Bernardino County
operational area.
The city was requested to submit a budget detail worksheet (Attachment A) to the county
by July 16, 2008; therefore, the worksheet has been submitted and we aze requesting
ratification of the submittal. The budget detail worksheet requests funding for
communication equipment, defibrillators, power generators, rapid deployment shelters,
emergency medical equipment, and funding to train personnel.
The projects proposed by the City of San Bernardino Fire Department aze consistent with
a continuing strategy to implement interoperable communications, increase incident
response capability, and to provide medical caze, evacuation, and shelter for the residents
of the city.
The communications equipment is a component of current efforts to bolster continuity of
operations, and to ensure the integrity of voice and data communications during a
catastrophic event.
The EMS Division has requested two types of equipment for the FY 2008 grant cycle.
The first item involves the purchase of three (3) cazdiac monitor defibrillators; this is the
third yeaz of a four-year program to upgrade the department to state of the art equipment
on front-line apparatus. The older monitors will be placed with the heavy rescue, and
~``1 Hazmat units, and with the nine (9) apparatus of the reserve fleet. The ability to staff

,r•~ reserve apparatus will increase capacity within the region to respond to mass casualty
~j incidents resulting from acts of terrorism, pandemics or natural disasters.
The second item involves the purchase of two oxygen-concentrating generators. This is
the first stage of a multi-year project to build oxygen supply and refill capabilities for the
city, and to support neighboring fire departments and hospitals. It is anticipated that
standard oxygen suppliers will be hampered in their efforts to supply and transport
oxygen during a major incident.
The power and shelter equipment is the initial investment for a system of emergency
facilities that can be deployed to meet a number of logistical needs during disaster
response and recovery operations. Included within the scope of options is workspace for
responders, medical surge facilities, and mass caze and temporary housing.
FINANCIAL IMPACT:
The City of San Bernazdino anticipates receiving funding in the amount of $321,221 from
the FY 2008 MMRS grant. There is no match requirement associated with this grant, as
it is 100% federally funded. Payments for expenditures approved in the grant will be on
a reimbursement basis. Therefore, the City will request reimbursement for expenditures
through the County subsequent to expenditures.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF

of the Fiscal Year 2008 MMRS budget detail worksheet in the total amount of $321,22]. A
copy of the budget detail worksheet is attached as Attachment "A", and incorporated herein by
