Description: Sewer Line Construction Funds Finance: Council Notes: Agenda Item No.'~~2 8 ~g'+~ CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorize the Director of Development Services to execute Contract Change Order No. One with Nikola Corporation for Sewer and Street Improvements for various streets (SW07-02, SW07-O1, SWO6-01 & SW06-09), per Project Plan No. 11868. Background: In 2006, residents of the 24`h Street location reported sewage system overflows in this area. Calls to the Public Services Department prompted a request for sewer improvements. The source of the problem was located west of "G" Street, north of 24a' Street (in the rear of properties along 24`" Street and 25`h Street). Due to a lack of capacity staff determined that the best way to correct the problem was to install a pazallel sewer line in 24`h Street between "G" Street and "H" Street. This will reduce the flow in the line along the rear of the properties, reducing the potential for overflow. This project involved the installation of new sewer main lines in four (4) locations. The first three locations included Cedar St., Canyon Rd., and Wallace Ct., all of which serve azeas annexed into the City in 1990 and 1991. Since the pavement for these streets was in poor condition, the scope of the project also included rehabilitation of the pavement after the sewer installation. This project consisted of cutting the existing streets and installing new sewer lines with laterals, filling, compacting, and patching the trenches, and grinding and overlaying the entire street from curb to curb, except on 24`s Street, which was not rehabilitated. On December 3, 2007, the Mayor and Common Council approved a Resolution to. awazd a contract to Nikola Corporation for Sewer and Street Improvements (SW07-02, SW07-O1, SW06- OI & SW06-09), per Project Plan No. 11868. Chan eg Order: During construction of the sewer and street improvements the contractor encountered several unforeseen conditions and unknown utilities as follows: On Canyon Street, the contractor encountered numerous domestic and fire hydrant laterals that were not located properly according to available records. These facilities required relocation by the San Bernardino Municipal Water Department to obtain the required distance from the new sewer line. During the relocation of the waterlines, the contractor incurred delays (demobilization and remobilization) that resulted in a cost of $10,768.76. 2. Once the new manhole was installed on Cedar Street, the sewer line began to backup. The City requested the contractor to excavate the existing sewer main to reveal the problem. It was discovered that the existing sewer mainline had a reverse fall, causing the sewer main to backup. On Wallace Court, the contractor encountered deteriorating clay pipe necessitating removal at a cost of $3,236.11. 4. The additional five remaining items of the change order include additional costs related to repairing and/or encasing facilities discovered during excavation but not identified on plans, removing a deteriorated manhole, adding a sewer clean out and the addition of a sewer line to provide for a sewer lateral connection. These items totaled $9,016.47. Financial Impact: The revised estimated project costs are as follows: TOTAL Ori final Contract Amount $ 915,594.21 Contract Chan a Order No. One $ 29,653.11 Revised Contract Amount $945,247.32 Administrative Costs $137,339.13 Total Project Cost $ 1,082,586.40 This change order represents a net increase of 3.24% in the contract amount. No. 245-365-5504-7706 "Canyon Road Street Sewer Main Installation from Baseline Street to Gilbert Street," Acct. Nos. 245-365-5504-7702 & 132-431-5505-7702 "Wallace Court Street Sewer Main Installation from Richardson Street, east to the end," and Acct. No. 245-365-5504-7571 "G Street. Sewer Main Extension from Highland Ave to 27`s Street." Recommendation: Authorize the Director of Development Services to execute Contract Change Order No. One with Nikola Corporation for Sewer and Street Improvements for Cedar St. from Baseline St. to Gilbert St., Canyon Rd. from Baseline St. to Gilbert St., Wallace Ct. from Richardson St. to the easterly terminus, and 24"' St. from "H" St. to "G" St. (SW07-02, SW07-O1, SW06-O1 & SW06-09), per Project Plan No. 11868. ONE - NIKOLA CORPORATION SEWER & STREET IMPROVEMENTS AT CEDAR STREET, BASELINE ST TO GILBERT ST (SW07-02); CANYON ROAD, BASELINE ST TO GILBERT ST (SW W-01): WALLACE COURT, RICHARDSON ST TO EAST END (SW06-Ot); & 24T" STREET, "H" STREET TO "G" STREET (SW06-09), PER PROTECT PLAN NO. 11868. V JUSTIFICATION: Remove 75' of Existing Clay Pipe ', On Wallace Ct. at Sta 10+69.OQ, the approved plans called out to remove an existing Item 1-1 plug from the manhole to begin construction of the sewer mainline. This plug did not No. - exist, instead the contractor encountered 75' of clay sewer pipe. It was necessary to remove this deteriorated i e and dis ose of it to be in construction of the mainline. Repair of 8" V.C.P. On Cedar St. at 27+75, the contractor encountered an unmazked 8" V.C.P. line. The 1-2 clearance between the existing 8" line and the new proposed line was 1.5". The contractor was directed to r air the 8" V.C.P. and to encase the sewer mainline. Hand Tunnel & Encase Sewer Mainline On Cedar St. at Sta. 2+40, a 4" waterline, which was not shown on the plans, was 1-3 encountered. It was necessary to hazd dig under the water main and to encase the sewer main. Core Existing Manhole at Sta. 12 + 06 The project terminated at Sta. 12+06 on Cedaz St. A sewer lateral was determined i-4 to be located an additiona140' beyond the terminated manhole. The contractor was required to core the new manhole and add an additional 40' of mainline to connect the additional lateral not shown on the laps. Demo Manhole at Sta. 12 + 52 The terminus manhole and the existing manhole on Cedaz St. were within 5'centerline-to-centerline of each other. The design contemplated protecting the 1-5 existing manhole in places but, due to the extent of deterioration of the existing manhole, it was necessary to remove the manhole to allow for installation at the new manhole. Demobilization / Remobilization On Canyon St., the contractor encountered numerous water laterals and fire hydrant i-6 runs that would be too close to new sewer main. It was necessary for the contractor to demobilize and remobilize after the SBMWD relocated the water laterals. Add 8" Sewer Clean-Out i-7 C.C.O. Item No. 1.4 add an additional 40' of sewer main on Cedaz St. to facilitate maintenance, an 8" clean-out was installed at the end of the sewer mainline. Investigate Mainline Back-Up at Sta. 12 + 52 On Cedar St. at Sta. 12+52, the newly installed manhole was backing up and 1-8 holding water. The City requested the contractor to excavate the existing sewer main. It was discovered that the existing sewer mainline has reverse fall approx. 25' from the manhole.
