HomeMy WebLinkAbout1986-448 1 RESOLUTION NO. 86-448 2 RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING THE APPLICATION FOR 1986 STATE GRANT FUNDS FOR DEVELOPMENT AND 3 REFURBISHMENT OF PARK AND PLAYGROUND FACILITIES AT PATTON, NUNEZ, NINTH STREET, PERRIS HILL, BLAIR, LYTLE CREEK AND 4 MEADOWBROOK PARKS UNDER THE PROVISION OF THE COMMUNITY PARKLANDS ACT OF 1986 AND AUTHORIZING THE DIRECTOR OF PARKS, 5 RECREATION AND COMMUNITY SERVICES TO EXECUTE AND SUBMIT ALL DOCUMENTS NECESSARY TO COMPLETE THE AFORESAID PROJECTS. 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the people of the State of California have enacted the Community Parklands Act of 1986, which provides funds to the State of California and its political subdivisions for acquiring lands and for developing facilities for public recreation and historical purposes; and WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by local agencies under the program; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of applications prior to submission of said applications to the state; and WHEREAS, said applications contain assurances that the applicant must comply with; and WHEREAS, the applicant agency will enter into an agreement with the State of California for the acquisition, development, rehabilitation or restoration of the projects; NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION .1. The Mayor and Common Council certify that the City understands the assurances and certification in the application; SECTION 3. The Mayor and Common Council certify that the City has or will have sufficient funds to operate and maintain the projects; SECTION 4. The Mayor and Common Council certify that the City will complete the projects within three years from date of approval by the state; SECTION 5. The Mayor and Common Council certify that the city has reviewed and understands the General provisions contained in the state/local agreement; and appoints the Director of Parks, Recreation and Community Services as agent of the City to conduct all negotiations, execute and submit all documents, including but not limited to applications, agreements, amendments, payment requests, and so on, which may be necessary for the completion of the aforementioned projects.
