1 RESOLUTION NO. 86-418
2 RESOLUTION OF THE CITY OF SAN BERNARDINO URGING THE
ELECTORATE TO DEFEAT THE GANN INITIATIVE PROPOSITION 61.

4 WHEREAS, the Proposition 61 initiative drafted by Paul Gann
5 will appear on the General Election November 4, 1986, ballot; and
6 WHEREAS, this initiative, the so-called "Fair Pay
7 Amendment", will have a deleterious effect on the ability of
8 California governments to efficiently deliver critical services
9 which the State's taxpayers pay for and deserve; and
10 WHEREAS, many devoted public servants, such as prosecutors,
11 medical researchers, educators, judges and others will not be
12 offered compensation competitive with that available in the
13 private sector; and
14
WHEREAS, the initiative would penalize through its
15 provisions for sick leave and vacations, those public employees
16 who are most conscientious in their use of these benefits; and
17
WHEREAS, the Gann initiative could actually raise, not
18 lower, pensions for some already highly compensated former public
19 officials;
20
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common
21 Council of the City of San Bernardino that the governing body of
22 said City opposes the Gann "Fair Pay Amendment" initiative and
23 urge its rejection by the voting public.

I HEREBY CERTIFY that the foregoing resolution was duly
