On June I, 1992, the Mayor and Co_on Council approyed and adopted the
funding recommendations under the Public SerTice and Capital
Improvement categories for FY 1992/1993 CODIIIUD.ity Development Block
Grant (CDBG) allocation. This proposal was not recommended by the
Co_unity Development Citizen Advisory Committee (CDCAC) due to a
determination that the proposal did not meet CDBG eligibility criteria.
Teddy Bear Tymes is located within the YWCA facilities in downtown San
Bernardino. Both organizations serve the residents and citizens of San
Bernardino and are respected throughout the cODIIIUD.ity. They serTe in
many capacities to meet the needs of greater San Bernardino area
citizens.
The proposal identifies an urgent need to replace the roof of the YWCA
facility. The estimated cost of the roof replacement is $65,000.
Because the YWCA-Teddy Bear Tymes serTes only forty percent (4OS) to
forty-five percent (45~) low and moderate income persons, neither is
eligible for CDBG funding.
The replacement of the roof is expected to relieve unhealthy and unsafe
conditions and benefit the targeted groups. Previous programs
conducted by the YWCA and Teddy Bear Tymes have received good support
from the cODIIIUD.ity. Staff has investigated and determined that
sufficient funds are in the Collateralized Mortgage Obligation Fund to
pay for the re-roofing, if such action is desired.
Staff recommends adoption of the form motion.
