Beauest On June 1, 1992, the Mayor and CODlDon Council approved and adopted the funding recOlEendations under the Public Service and Capital Improvement categories for the FY 1992/1993 CDBG allocation. At that tille, this proposal was not recoDlDended by the C_ity Development Citizen Advisory Committee due to unresolved questions regarding the project eligibility and the amount of funding requested. In the Los Padrinos proposal, the total financing is shown as $1,058,600 with $962,520 shown as an "in-kind" contribution. The source of funding shows that the Administration for Children and Families contributed $150,000 during years 1991/1993 with $75,000 expended. San Bemardino County Department of Economic and COllllllUllity Development contributed $25,000 for 1992, with $14,000 expended. The Los Padrinos 1991/1992 budget (7/1/91 to 6/30/92) shows a total of $471,688 with this amount being divided as follows: ORGANIZATION AMOtmT Youth Diversion Program (YDP) Youth Service Bureau Rialto Unified School District Fontana Unified School District Runaway HOlleless Basic Shelter Program Fontana F.I.R.S.T. Office of Community Development (Group Home) TOTAL PUllDIlIG $130,105 $ 91,600 $ 71,101 $ 79,200 $ 50,000 $ 24,682 $ 25,000 *471..688 The other consideration the CDCAC addressed is the question of this being a "Group HOlle" with the total clients served numbering thirty-five (35). This equates to $13,476.80 per client base on their present budget. J_ 9, 1992 pqe __ber -2- o f The Los Padrinos Anti-gang program is essentially a regional program that addresses the youth gang culture in a nUlllber of Inland Empire cities, sOlIe of which contribute to it directly. While it is undeniable that there is a need to address such negative behavior and influences its change from anti-social to positive within the community, it is difficult (without extensive audits and investigations) to determine (1) what percentage of the benefit affects San Bernardino citizens and (2) are the funds requested reasonable and necessary to operate the program in an efficient manner. Notwithstanding this situation, it is clear the program warrants financial assistance. If the Los Padrinos Anti-gang proposal had been eligible for the use of CDBG funds, it would have received $20,000 which represents the Council-established maximum for public service applications. Because of this situation and the fact that Los padrinos requested substantially lIore than the $20,000 that would have been available to it under the CDBG program, staff has submitted two alternative funding recommendations. Staff recommends that the Mayor and Common Council consider the two form motions. J.
