BIIeraenev Shelter Grant Proaraa
On March 2, 1992, staff received the attached notice from BUD regarding the
Emergency Shelter Grant Program. The notice indicates the City has been
allocated $43,000 to provide certain types of assistance to address
homelessneu. The awarded agency is required to match the $43,000 grant with
cash or in-kind contributions totaling the grant amount.
Prior to receiving funds, the City must identifY qualified non-profit
organizations to provide emergency shelter services. The deadline for
obligation of BIIergency Shelter Grant Program funds is August 24, 1992.
On June 9, 1992, The Housing Committee recommended that the Mayor and Common
Council approve the attached Request for Proposals (RFP) for the City's FY
1992/1993 BIIergency Shelter Grant Program ($43,000). It was also recommended
that staff be authorized to solicit proposals from qualified non-profit
entities for the BIIergency Shelter Grant Program. In addition, the Housing
.Committee recommended that the Mayor and Common Council authorize the Housing
Committee to review resulting eligible proposals and make funding
recommendations to the Mayor and Common Council.
Based on the stringent time frame noted above, it is recommended that the Mayor
and Common Council approve the Housing Committee recommendation.

The City of San Bernardino Development Department is solicitina proposals
to identif7 qualified private, non-profit oraanizations interested in
providina essential services to the homeless and implementina homeless
prevention activities. Fundina is currently available under the Stewart
B. MCKinney SllIDelesa Assistance Act provided throuah the U.S. Department
of Sousina and Urban Development (BUD). The City haa received
notification from BUD approvina a total of $43,000 in Bmeraency Shelter
Grant Proar.. (ISGP) funds which will be ..de available to qualified
applicants. The ISGP reaulations require that each arantee must
supplement ISGP funds awarded wi th an equal amount of funds.
A copy of the Request for Proposall (III'P) and application packaae are now
available and II8Y be obtained frlllD the Ci ty of San Bernardino Development
Department, located at 201 Borth "I" Street, Third Floor, San Bernardino,
Califomia 92401-1507. Completed proposals and application packaaes must
be received at the Development Department by no later than 4:00 p.m.,
WedneSday, July 8, 1992. Proposals received after 4:00 p.m., will be
ineliaible and will be considered late and will not be considered for
fundina .

In order to be considered for fundina the applicant must comply with the

1. Submit three (3) copies of each proposal to the City of San Bernardino
Development Department. (See "Deadline for Proposal Submission" below for

2. Bstablish eliaibility to receive ad administer BSGP funds. This would be

proposal packa&e. underaoina a successful on-site review (if deemed
necessary) ad demonstratina compliance with all eliaibility requirements

lIDergency Shelter Program Grant funds may be used for one (1) or more of the

The BSGP requires that each arantee must supplement its emeraency shelter
grant amount with an eoual amount of funds from source other than said grant.
The City will comply with this arant provision by requiring the non-profit
sUbrecipient to provide the supplemental matching funds from other funding
resources or by Voluntary effort which it will provide to the proposed
emergency shelter project.
The following items may be utilized in determining the amount of supplemental
funds to be provided by the project proponent:
1. The value of the donated material or building or the value of any lease on
the building.
2. Any sslary paid to stsff of the non-profit subrecipient in carrying out the
emergency shelter program.
3. The time and services contributed by volunteers to carry out the emergency
shelter program determined at the rate of $5.00 per hour.
Evaluation
Evaluation of proposals shall include, but not be limited to, the following
criteria:
1. Technical Oualitv -- Bvaluation of propoaal in terms of quality,
conciseness, and completeness.
2. ExDerience/Past Performance -- Bvaluation of the organization's level of
experience in providing emergency shelters 2[ demonatrated capacity to
provide shelter services if it has no experience.
