It is projected that a similar number of positions may be cut within the next three to five years. TRW has indicated a willingness to 1) provide employment for its Norton employees facing termination during a training period, 2) assign personnel to develop buainess plans for new ventures and 3) capitalize and launch new business ventures within their firm if the current stsff could be employed therein. This training program will teach the skills needed to do the following: 1. 2. Compile an appropriate TRW skills inventory, Identify and specify emerging technology businesses suitable for development, Develop business plans for those businesses, inCluding staffing and training needs, Construct a curriculum and training plan for the transition, Obtain funding for the training programs and, Document the strategy and activities. 3. 4. 5. 6. Anticipated Benefits are as follows: 1. To retain all possible TRW jobs in the region, 2. To lay the grOundwork for hundreds of new jobs in environmental engineering over the next several years and 3. To make Employment and Training funds accessible and allow other agencies to participate in the process, 4. To establish a model that can be utilized by other businesses in deClining industries, 5. To retain and maintain a "critical mass" of engineering talent, and 6. To do this. they have identified specific needs, such as project management, staff, travel and marketing expenses required to develop an integrated program model and business plan. Upon completion of those Objectives, the IESBAG modeled project will be operated under the auspices of TRW. the Center for Environmental Technology at University of California at Riverside (UCR), State and local job training agencies. The IEEC has pursued a grant in the amount of $42,500 from the State Employment Development Department (EDD) to provide partial and interim finanCing for the program outlined above. The EDD. however. has requested, in an effort to facilitate approval of the grant, that the City of San Bernardino serve as the applicant in lieu of the IEEC. Staff reasons the request is reasonable and urges its approval. Upon the Mayor and Common Council's review and approval. staff will prepare a grant application in the amount of $42.500 which represents IEEC's original anticipated grant request. In an effort to comply with general accounting and administrative procedures. it is recommended that a "simple" disbursement and use agreement be created and signed between the IEEC and the City of San Bernardino for the use of said funds.
