Construction of Block Wall S........ Barrier

On April 6, 1992 the City awarded a contract for the construction of a
concrete block wall fence sound barrier along Buckeye Street adjacent
to the south side of the crosstown freeway 330 to mitigate vehicular
traffic noise from the nearby freeway. Staff, pursuant to requests of
the residents, contacted all affected property owners to solicit their
opinions regarding the wall and obtain required permission for rights
of entry onto the properties. The erection of the wall would
accomplish two important goals - i.e. (1) reduce the disquiting level
of freeway noise suffered by abuting property owners and (2) eliminate
visual blight reSUlting from a partially completed wall within the
moderate income neighborhood.
Although two (2) parcels owners signed a questionnaire and petition in
early support of the wall, they failed to formally submit required
documentation to facilitate and authorized construction of the wall on
their property. More specifically Blana Pham, owner of 1770 Buckeye,
erroneously believed that no further action was needed to initiate
construction of the wall on her seventy-five foot (75') wide property.
Similarly, Eric Morales, owner of 1682 BUckeye, now wants the wall
construction on his sixty-five foot wide parcel. Additionally, 1604
Buckeye is a vacant parcel owned by the State of California and it has
a frontage of approximately ninety-two (92) feet. It too contributes
to the unsightliness of the area.
The two (2) occupied properties comprise one hundred and thirty feet
(130') of the proposed wall which was originally estimated to cost
sixty-three dollars ($63.00) per foot for $8,190 plus an additional
fifteen percent (15%) for move in, clearance, grubbing and mobilization
for a total of $9,418.50. Construction of the wall on the state
property would cost $6,665.40 resulting in an accumulative total of
$16,083.90. Additional cost of inspection, and administration would
bring the amount to a grand total of $18,000. The project, although
partially completed, was issued a Notice of Completion on May 22,
1992. Should the Commission agree with the propriety of completing the
balance of the wall on the three (3) parcels it is possible to have the
original contractor do the work.

The Subject agenda item was discussed by the Redevelopment Committee on
June 4, 1992 and it was recommended, subject to the investigation and
availability of ample eligible funds, the Commission authorize
completion of the wall on all three (3) properties. Staff has
determined that an eligible and sufficient source of funding would be
Collateralized Mortgage Residual monies.
Staff recommends adoption of the form motion.
