Synopsis of Previous Council action:

District was granted and Resolution No. 88-440 was adopted, setting a Publj
Hearing for 01-03-89.

06-05-89 Resolution No. 89-171 was adopted, creating Underground Utility Assessmen1
District No. 19
04-06-92 Authorization to proceed to cause the undergrounding of certain parcels locatec
within Underground Utility District 19 (Zone 3) was given.
Recommended motion:
That, pursuant to Chapter 13.36 of the San Bernardino Municipal Code, the
Director of Public Works/City Engineer is hereby authorized and directed to cause
the installation of underground utilities for the following parcels located
within Underground utility District No. 19, Zone 2:
0279-021-03 , 0279-021-01 , 0279-022-40
0136-331-01 , 0136-271-24 , 0136-261-29

On November 21, 1988, this office was authorized to proceed with the formation of
Underground Utility Assessment District No. 19 along Waterman Avenue, between 9th
Street and the Santa Ana River.
All property owners in the district and all affected utilities were notified and
a public hearing was held on January 3, 1989. On June 5, 1989, Resolution No. 89-
171 was adopted, creating Underground utility Assessment District No. 19.
Actual undergrounding is being done in phases, due to the large area covered Qy
the district. On April 6, 1992, authorization was given to proceed to cause the
undergrounding work to be done on certain parcels located in Zone 3 (5th Street
to 9th Street).
All property owners within the Zone 2, which extends along Waterman Avenue from
5th Street to 9th Street, were given notice to convert all overhead utilities to
underground, from their property line to the service point. Notification was also
given Qy posting notices on the property. All work was to be performed by the
deadline of may 15, 1992. An inspection of all properties in Zone 2 was done
after the deadline passed, and those listed herein have not completed the
necessary work.
Pursuant to S.B.M.C. Section 13.060.090, any work not performed within the
prescribed time can be caused to be completed Qy the Director of Public Works/
City Engineer. The cost for completing the necessary work will be paid for out of
the Assessment District Reserve fund, which will then be reimbursed through
assessments collected on the property tax rolls.
It is recommended that the Director of Public Works be authorized to proceed.
