April 17, 1991, Mayor and Common Council adopted Resolution No. 91-481 establishing fees for new planning services. July is, 1991, Mayor and Common Council extended Resolution 91-481 for 6 months. January 6, 1992, Mayor and Common Council extended Resolution 91-481 until April 1992. April 1992, Proposed increases in planning fees are currently being reviewed by the Ways and Means Committee of the Common Council. SUBJBCT: Proposed Modification of Planning Fees REOUEST To set July 20, 1992 as the date for the public hearing concerning modifying planning fees. BACKGROUND This fee adjustment was requested to be prepared by the Mayor as a revenue enhancement. As was done in 1989, the Department's staff surveyed the cities within the Inland Empire to determine the amount of fees being charged for various development review services. The results of this survey (Table 3) and an analysis of the city's cost for providing planning services (Table 2) are presented in this staff report. The main fact or result of the analysis (see Table 2) is that Planning presently does not charge enough in fees to cover the cost of processing planning cases. The Planning Division has conducted a Development Review Fee Survey of the cities in the Inland Empire (see Table 3). The principle result of the survey is that for the major planning service category, San Bernardino's fee schedule is 42% below the median of the other cities in the Inland Empire. HISTORICAL NOTE: The 1989 Development Review Survey indicated that San Bernardino was about 31% below the median of the other cities in the Inland Empire but went on to note that many of the surveyed cities were considering fee adjustments which would further reduce the city below the median (Planning Director staff report October 26, 1989). It is estimated that, if the City adjusts its planning fee schedules for Development Review services that are approximately the median of the Inland Empire, Planning will cover the cost of processing most planning cases. The proposed increases in Planning fees are currently being reviewed by the Council's Ways and Means Committee. RECOMMENDATION It is recommended that the public hearing for revising the planning fees be scheduled for July 20, 1992. Prepared by: Larry E.
