Synopsis of Previous Council action:
12/07/82
Resolution No. 82-485 adopted authorizing execution of a 5 year
lease with JWlior All American Football for 1800 square foot
building located at 1244 West 9th street.
03/07/88
Resolution No. 88-104 adopted authorizing extension of lease Wlder
same terms and conditions as previous lease.
Recommended motion:
That the Mayor and Common COWlcil direct Real Property Staff to prepare a new 5
year lease for JWlior All-American Football with rent at current market value of
$300.00 per month.

STAFF REPORT

The building at 1244 West 9th street. currently leased to Junior All-American
Football. is located on Lot 8. Block 19. Rancho San Bernardino, as per plat thereof
recorded in Book 7 of Maps. Page 2. records of San Bernardino County. Lot 7 and this
lot. with the exception of a parcel 102.5 feet by 136 feet, were purchased in 1953
from the Federal Public Housing Administration. Encanto Park is on the remaining part
of Lot 8 (approximately 3.72 acres).
An 1800 square foot branch library was built in the Southwest corner of Lot 8 (on the
102.5 by 136 foot parcel of land). After the library use was discontinued the
building was leased to Junior All-American Football for 5 years in 1982 for use as an
equipment storage facility and meeting room.
Junior All-American Football received a 5 year extension of the lease in 1987. This
current lease expires November 30. 1992. Currently. JAAF is paying $75.00 per month.
They have requested another 5 year lease with the understanding that the rent will be
increased to current market value for the building. Real Property Staff's best
estimate of rental value on the building is $300.00 per month.
There are two other parties interested in leasing the building at current market rent,
Richard Martinez is interested in the building for an after-school arts and crafts
programs and the Home of Neighborly Services is also interested in the expanding their
pre-school program and would like the building for this purpose.
Another proposal the Mayor and Common Council could consider is the sale of the
property. This could be an expensive and time consuming proposition as it would
entail filing a parcel map to split off the property the building is located on from
Encanto Park. Also. if the property is sold the City will not have any control over
the use of the building and its parking lot. As this parcel is adjacent to a City
Park the possibility of a disruptive use should be taken into consideration.
Real Property Staff feels that the current Lessee - Junior All-American Football has
been a good tenant. and with the raising of the rent to fair market value, should
continue as the-tenant. With this approach the City will not be losing any money
waiting for a new tenant to move in (and the old tenant to move out). JAAF reaches a
lot of boys in a positive manner and performs a valuable service for the cOlDBlunIty.
