OF SAN BERNARDINO COUNTY, CALIFORNIA April 28, 1986 FROM: JAMES FARE, Administrator Human Resources Agency SUBJECT: CONTRACT BETWEEN COUNTY COMMUNITY SERVICES DEPARTMENT AND CITY OF SAN BERNARDINO FOR HIGHLAND SENIOR NUTRI- TION SERVICES (CSD) RECOMMENDA TION: Approve contract between the County Community Services Department and City of San Bernardino to continue operation of the Highland Senior Center nutrition program March 1 through June 30, 1986. BACKGROUND: In February, 1986, the Community Services Department initiated a series of cost-saving measures in its senior nutrition program in order to reduce a year-end program deficit estimated in excess of $100,000. One of these measures was to close the nutrition program housed at the Highland Senior Center (Patton State Hos- pital) effective March 1, 1986. Through discussion of a County/City Task Force created to review that action, it has been agreed to continue the Highland nutrition program through June 30, 1986, with both the County and City funding the project's actual deficit from March 1 - June 30, 1986. Under this contract, the City is obligated to pay CSD up to a maximum of $2,600 toward the deficit experienced from March through June. The contract has been approved by the City Council and signed by the Mayor. Set forth service to be rendered, amount to be paid, manner of payment, time for performance or completion, determination of satisfactory performance and cause for termination, other terms and conditions, and attach plans, specifications, and addenda, if any.) WHEREAS, County's COMMUNITY SERVICES DEPARTMENT administers a Nutrition for Seniors Program to se~iors residing in or immediately adjacent to Contractor's boundaries, and WHEREAS, one of County's nutrition sites, located at the Highland Senior Center, had been slated for closure from March 1, 1986, through June 30, 1986, and WHEREAS, County and Contractor have jointly agreed to continue operations of the Highland Senior Center nutrition program from Harch 1 through June 30, 1986, by jointly providing funding for that project, NOW, THEREFORE, IT IS HEREBY AGREED AS FOLLOWS: SECTION 1: County agrees to continue the senior nutrition program located at the Highland Senior Center at current service levels from March 1, 1986, through June 30, 1986. SECTION 2: Contractor, in support of County's maintenance of effort outlined in SECTION 1, agrees to compensate the County'sComrnunity Services Department an amount not to exceed $2,600, as determined by the following formula: C=2 (E 4- R) WHERE: C = Compensation by Contractor. E = Expenditures for direct operation of the Highland Senior Center from March 1, 1986, through June 30, 1986. R = Revenue received for operation of the Highland Senior Center, including USDA meal reimb~rsements calculated at the authorized Federal rate and project inc6me, from March 1, 1986, through June 30, 1986. Any prOVISions on the reverse side and referenced attachments hereof constitute a part of this contract and are incorporated herein in fu II. 02.1231l-1JI 'Long Form) Page 1 of 2 : This fd=mula to calculate compen~ation is based on two (2) months of the'four-month deficit experienced by the Highland senior nutrition program, from March 1, 1986, through June 30, 1986. If there is no deficit experienced based on this formula, no compensation will be owed by Contractor. EXAMPLE: If direct expenditures for operation of the site from March 1, 1986, through June 30, 1986, totals $12,000 and revenues totaled $4,000 in USDA reimbursements and $4,000 in project income, the amount owed would be $2,000, computed as follows: $2,000 = 2 e2,QQQ-:-:4QJ-QQ~ SECTION 3: County will bill Contractor for services under this agreement during the month of July, 1986. SECTION 4: Contractor shall pay County's billing within thirty (30) days of receipt of the billing by Contractor. SECTION 5: Term of this agreement is from March 1, 1986, through June 30, 1986.
