The formation of this district was a condition of approval
for the development of Tract No. 14949. The district was formed
in 1990, but no work was done other than the formation arid
preparation~ of annual assessment rolls. This is the first
contract let for the actual maintenance for a portion of the
landscaping in the District and represents only the area along
the north side of Irvington Avenue. Landscaping along Irvington
Avenue was installed by the subdivider, and has been accepted by
the City.
The Engineer's Report provides that funds to finance the
costs incurred for maintenance of this landscaping will be ad-
vanced by the City from the General Fund. Actual costs are
recovered in the following fiscal year through assessments on the
properties within the district.
The assessment District Reserve Fund was established to
provide a source of funds to finance advance costs incurred for
work in assessment districts. This fund is being used to finance
the advance costs for some districts, but there are not
sufficient funds available to cover the costs for this district.
We recommend that a contract be awarded for the low bid
price.
