Ot'1~ OF SAN BERARDINO - REQUEST Q)R COUNCIL ACTION
STAFF REPORT
The proposed increase in the residential and commercial refuse
collection fees has been recommended to offset the 25% increase in
tipping (dumping) fees which was approved by the County Board of
sup~tvisors effective 07/01/92. The Department of public services
has budgeted $5,579,450 for County dumping charges for both
commercial and residential refuse sections. This represents an
i~crease of 18% over last year's budget. The tipping fees are a
pass-through payment to the county for the estimated 152,236 tons
of solid waste which are projected to be dumped at county landfill
sites during the next fiscal year. The proposed increase also
reflects increased tonnage taken to landfills, which is a result of
a residential and business growth within the city.
As noted on the attached fund balance statement, the estimated
revenues using the existing refuse fee structure as a base will
generate approximately $11,896,000 in fiscal year 92-93. Estimated
expenditures are $14,077,214. Assuming no refuse rate increase,
the estimated deficit fund balance as of June 30, 1993 will be
$2,649,411.
The proposed refuse rate increase of 17% for all single-family
collection, multiple dwelling and mobile home parks, as well as a
commercial rate increase of $0.60 per cubic yard and a $2.49 per
cubic yard increase in 2 through 8 yard compac~or containers to
cover their proportionately heavy volume will collectively generate
approximately $2,649,411 in additional revenue. This will offset
the projected deficit fund balance of $2,649,411, assuming
collection projections remain constant. The estimated fund balance
on June 30, 1993 with the rate increase will be $000,000.
It should be noted that the San Bernardino County Department of
Environmental Health Services allows local private haulers
operating in unincorporated areas of the County to charge up to 18%
over our current rates. This margin is anticipated to remain the
same with the July 1, 1992 increase in county landfill tipping
fees.
It is therefore recommended that the Mayor and Common Council adopt
the proposed refuse rate increase effective July 1, 1992.
