FY 1992/1993 statement of objectives and projected use of funds to
the U.S. Department of Housing and Urban Development.

Committee (CDCAC) met on six (6) separate occassions, evaluated sixty-six (66)
CDBG proposals and recommended approval of forty (40) applications for
financial assistance.
On Ray 18, 1992, the Rayor and Co_on C01Dlcll took an action scheduling the FY
1992/1993 CDBG Public Hearing for J1Dle 1, 1992, at 3:00 P.R.

On February 17, 1992, the Mayor and Common Council approved and adopted the FY
1992/1993 CDBG Program Mix and authorized staff to solicit proposals for
same. The proposal submittal period was from Monday, March 2, 1992 through
April 3, 1992, by 4:00 P.M., during which time sixty-six (66) proposals were
received in the following categories:

Capital Improvements
(Recent changes in the CDBG regulations allow the use of fifteen
percent (15%) of program income to be added and used specifically for
the Public Services Category, which increased the amount previously
allocated by $75,000.

The Community Development Citizen Advisory Committee (CDCAC) met on six (6)
occasions, beginning April 9, 1992 and concluding on May 14, 1992. All CDCAC
members were provided with copies of the complete proposal packages, which
were reviewed and evaluated during the time period specified above. Funding
recommendations to the Mayor and Common Council were made based upon total
funds available in the approved program categories and are attached hereto as
EXhibit "A".
Also attached to this report as EXhibit "B" is information in connection with
those requests for financial assistance not recommended by the CDCAC for
funding. This list also includes projects which were ineligible for funding
consideration. Proposals submitted late were not considered by the Committee.
Staff concurs with the recommendations submitted by the CDCAC as set forth in
the attached EXhibits, but reserves further comment on the total
recommendations contained therein until such time as the Mayor and Common
C01Dleil consider the Committee recommendations during the scheduled Public
Hearing .

In addition, prior to the actual disbursement of funds and included as a part
of any subsequ~~t agreement. the nonprofit o~~anization will be required to
provide curreneYaudited financial statementskfboard minutes for meetings held
duriq the precediq twelve (12) months, and~he corporation's most recent
independent audit.
On May 18, 1992, the Mayor and Common Council scheduled June 1, 1992, at 3:00
P.M.. as the date and time certain for the FY 1992/1993 CDBG Public Bearing.
At this time the recommendations submitted by the CDCAC will be considered as
well as comments and input from the community at large.
Staff recommends adoption of the form motion.
