On May 18, 1992, the Community Development COllllllission authorized the
Executive Director to enter into a Disposition and Development
Agreement with Games for Fun International for the sale of property
located at 101 North "I" Street.
The Commission further directed staff to assist Loma Linda University
by conducting a search for alternate sites potentially feasible for
the development of a medical clinic capable of providing low cost
medical services.

Staff Report
List of Available Sites for

Loma Linda University currently provides low cost basic health care
services to San Bernardino residents through its Social Action Clinics
(SAC) offered two (2) nights a week at the Frazee Community Center and
(1) night a week in north Redlands. The School of Public Health at Loma
Linda University is prepared to significantly expand these services to
include such areas as dental care, family counseling, physical therapy
and other disciplines provided in both day and evening clinics. On May
18, 1992, the Commission directed staff to search for potential sites
suitable for the expansion of the University's physical facilities in
San Bernardino. Notwithstanding the consideration of price, the
following list is provided:

The Pacific Southwest Conference of the United Methodist
Church/Korean United Methodist Church owns the site which houses
the Frazee Community Center, an adjacent building, a church, and a
single-family home. The church is currently occupied by the Korean
United Methodists, who plan to vacate the church shortly and are
interested in selling the property. According to a representative
of Frazee Community Center, deed restrictions on the property
guarantee lifetime use of Frazee Community Center for the purposes
of providing non-profit community services. Such restrictions may
reduce the marketability of this property. However, taking into
consideration the compatibility of uses, it may be feasible for
Loma Linda to continue operating its clinic at this site and enter
into lease or purchase arrangements in order to expand operations.
Staff estimates that Loma Linda currently occupies about 1,200 s.f.
of space. An additional estimated 5,000 s.f. of space in the
community center and adjacent buildings is potentially available
for expansion. An adjacent office building could be rehabilitated
to add on approximately 3,000 s.f. There is also an estimated 130
ft. by 70 ft. lot improved with basketball courts, which could
potentially be used for construction of a new building in the
future.

It should be noted that there is a scarcity of medical type office space
and/or other buildings conducive to being converted for medical use
available within reasonable proximity of Loma Linda's current service
area. Furthermore, staff has reviewed the inventory list of Agency
owned property and has determined that there are no Agency-owned
buildings feasible for establishment of a medical facility.
Based upon the foregoing, staff recommends that the Community
Development Commission receive and file the attached staff report.
