During the course of the project, the CITY will provide working space and telephone service for calls related to the project, schedule meetings, and make available to the CONSULTANT 24 25 26 records and documents related to the study. It is also understood that the Director of Personnel will serve as an authorized agent to act as CITY representative and coordinator. 27 28 I l 1 The terms of this agreement and schedule of performance 2 shall be as follows: The CONSULTANT agrees to conduct a labor market 3 1. 4 5 6 7 2. 8 9 10 11 12 3. 13 14 15 16 Agency salary rate survey of benchmark classes within management, middle management and general unit employee groups. The CONSULTANT agrees to select benchmark classes for the labor market survey based upon input from the Director of Personnel and employee representatives and the professional judgment of the CONSULTANT. The CONSULTANT agrees to request the participation of the following agencies in the salary rate study in accordance with agreements with appropriate employee groups: 17 City of Garden Grove City of Fontana 18 City of Fullerton City of Riverside 19 City of Rancho Cucamonga 20 City of Pomona City of Rialto 21 San Bernardino County City of Ontario 22 City of Pasadena City of Glendale 23 City of Torrance 24 25 26 27 28 4. The CONSULTANT agrees to utilize the League of Employee ~roup Surveyed Management-Middle Management-General Unit General Unit Management-Middle Management-General Unit Management-Middle Management-General Unit General Unit Management-Middle Management-General Unit General Unit Management-Middle Management-General Unit Management-Middle Management-General Unit Management-Middle Management Management-Middle Management Management-Middle Management California Cities study entitled "Southern California Public Labor Relations Counsel, 1987 Total Compensation Survey; the Orange County 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 5. 6. 7. 8. Division of League of California Cities Benchmark Salary Survey, April 1, 1987; salary resolutions and other material prepared by each participating survey agency and personal contacts with personnel department representatives of each participating agency in the conduct of this study. The CONSULTANT shall identify the key comparability factors for each class and compare those factors with classes of employment within each participating survey agency. The CONSULTANT shall prepare a summary of the salary data collected for each benchmark class. The summary shall report the title of each class reported and the salary paid by the reporting agency on June 1, 1987. The summary shall also indicate the mean and, if sufficient data are available, the median of the data reported. The CONSULTANT shall recommend a salary range for each benchmark class which reflects the prevailing rate within the identified labor market. The CONSULTANT shall recommend a salary range for each non-benchmark class based upon an internal relationship to a benchmark class. The CONSULTANT shall deliver to the Director of Personnel 15 copies each of reports of the salary studies for the Management/Middle Management groups and the General Unit Employee unit. 3 1 9. The CONSULTANT shall be available, upon request, 2 to present the management and middle management 3 report to the Common Council of the City of San 4 Bernardino on or about June 15, 1987. 5 10. The CONSULTANT shall be available, upon request, 6 to present the General Unit salary study to the 7 Common Council of the City of San Bernardino on 8 or about June 30, 1987. 9 11. The CONSULTANT shall meet with the CITY regarding 10 the management salary study within the cost of 11 the study. The CONSULTANT shall be available, 12 at additional cost, to meet with the City and 13 Middle Management and General Unit Employee 14 representatives regarding the salary studies. 15 The cost of the salary rate study is Nine Thousand Eight 16 Hundred Dollars ($9,800.00). The payment schedule for the salary 17 rate study is as follows: 18 1. Payment Schedule 19 a. Four Thousand Nine Hundred Dollars ($4,900.00) 20 is due upon submission of 15 copies of the 21 Management/Middle Management salary study rate 22 study to the Director of Personnel on or 23 about June 15, 1987. 24 b. Four Thousand Nine Hundred Dollars ($4,900.00) 25 is due upon submission of 15 copies of the 26 General Unit Employee salary rate study to the 27 Director of Personnel on or about June 30, 1987. 28 4 2. The cost of additional services conducted upon request of the Director of Personnel or the City Administrator shall be at the rate of Sixty-Five Dollars ($65.00> per hour. MISCELLANEOUS PROVISIONS 1. The CONSULTANT shall provide worker's compensation insurance or self-insure his/her service. 2. It is expressly understood and agreed to by both parties hereto that the CONSULTANT, while engaged in carrying out and complying with any of the terms and conditions of this Agreement, is an independent contractor and is not an officer, agent or employee of the CITY. 3. The CONSULTANT and CITY both have complete copies of the entire Agreement and are familiar with its contents. 4. Only the Authorized Agent of the project may authorize release for publication of any data, information and/or materials resulting from the project. 5. This Agreement shall be effective April 8, 1987, through September 1, 1987.
