Subiect:
Request of the Mayor and Common Council to continue the Resolution approving the Final Map for Tentative
Tract No. 14112-located northeasterly of the intersection of Foothill Drive and Sterling Avenue.
Back2l"ound:
Tract No. 14112 is a 55 lot single-family residential subdivision. The Planning Conunission on November 7,
1990 approved Tentative Tract No. 14112. Extensions of time were later approved to extend the tentative
map to May 18, 1994. An automatic two-year extension was granted by Section 66452.11 of the Subdivision
Map Act, which extended this tentative map to May 18, 1996. An additional extension of time was approved
by the City to extend it to May 8, 1997. An automatic one-year extension was granted by Section 66452.13
of the Subdivision Map Act, which extended this tentative map to May 18, 1998. The Planning Commission
approved the [mal extension to May 18, 1999.
Approval of the Final Map was scheduled for the Council meeting of May 17, 1999. The required
improvement securities and certificates of insurance were not filed prior to the Council meeting and the
prescribed fees were not paid. The final map was continued to Augnst 16, 1999. On August 16, 1999, the
Final Map was continued to December 6, 1999. On November 18, 1999, the property owner and partner of
Joint Venture requested an additional continuance (Attachments A and B).
Financial Imnact:
There is no financial impact to the City.
Recommendation:
Staff recommends that the Mayor and Common Council continue this to March 6, 2000.

Dear Mr. Grubbs:
As I believe your recOrds reflect, _ are attorneys for aDd are
acting on behalf of the current owners of property known as
Sterling Heights, tentative tract number 14112. .
As I indicated in azy correspoJ1C1ence of August 4, 1999, the
afore1llentioned tract had been previously owned by Sterling Heights,
a geberal partnership, consistiDg of the Tahiti Group and lIelcozp
Investments, Inc. The interest of t:tul aforementioned general
partnership and its general partners was foreclosed out through
jUdicial foreclosure in the San Bernardino Superior Court.
Prior to the recent foreclosure aDd court proceedings, my clients
had been in negotiation with CeDtury Crowell COl1lllUD:l.ties, LJil, based.
in San Bernardino, California, to work out a possible joint venture
on the abave-referenced tract. llJegotiations have I:>een ongoing
during the .put several months. We are CJUite close to finalizing
our transaction with Century Crowell C0BlllI11U:i ties, LP. The current
extension granted by the Planning c01lllllission to c01llplete the final
map for recording and post the necessary bonds expires December 6,
1999.
To date, my clients have advanced substantial funds to Integra
Rngineering for i1l\Pravement plan. and other items necessary for
final map approval. As we are quite close to consummating an
arrangement with Century Crowell C01IIIllW1i.ties, LP, we hereby request
a further extension of 90 days in which to post the necessary bonds
and complete the finsl map for recording. Century Crowell
COllllllUDities, LP, will also be sub1llitting its request for the
extension by separate letter.

Tract No. 14112 is a 55 lot single-family residential subdivision. The Planning Commission on November 7,
