STAFF REPORT
SUBJECT:
Resolution ratifying the Mayor's action authorizing the City to donate surplus fire
apparatus to the City's sister city of Mexicali in Mexico.
BACKGROUND:
Recently, the City received a request from our sister City of Mexicali, Mexico regarding
the possible donation of any available surplus fire apparatus the City might have. The
Fire Department determined that the apparatus listed below should be deemed as
surplus:

Based on information provided by the Fire Department, it was determined that the
equipment listed above holds no value for the City. At one time the Fire Department did
place a value on these vehicles, but these values assumed the vehicles were in running
condition and contained ancillary equipment such as ladders, hoses, etc. All of the
vehicles listed above have since been stripped of all usable ancillary equipment and the
majority of these vehicles are inoperable. Furthermore, repair parts are unavailable due
to obsolescence.
Since the equipment listed above has a value of less than $3,000, and in accordance
with section 3.04.100 of the Municipal Code, the Mayor authorized donation of the
equipment to the City's sister City of Mexicali, Mexico. Rerresentatives from Mexicali
picked up (7) seven of the (9) nine units on November 19'. Arrangements are being
made to pick-up up the final (2) units.
FINANCIAL IMPACT:
Because the apparatus listed above was deemed as surplus, there is no financial
impact to the City. In the past, the City has donated or sold surplus vehicles and fire
apparatus to the City of Mexicali for a nominal amount. Any salvage value the City
would have obtained by auctioning off the equipment would have been offset by the
disposal and shipping costs the City would have incurred in disposing of the vehicles,
since the City of Mexicali arranged the pick-up of the equipment at no cost to the City.
RECOMMENDATION:
Adopt resolution.

RESOLUTION OF'THE MAYOR AND COMMON COUNCIL RATIFYING THE
MAYOR'S ACTION AUTHORIZING THE DONATION OF SURPLUS FIRE
APPARATUS TO THE CITY OF SAN BERNARDINO'S SISTER CITY OF
MEXICALI, MEXICO.
WHEREAS, The equipment listed in "Attachment A" has been deemed as surplus and
of no value to the City, Pursuant to this determination in accordance with section 3.04,100 of
the City of San Bernardino's Municipal Code, the Mayor has authorized the donation of said
equipment to the City's sister city of Mexicali, Mexico.
BE IT RESOLVED BY THE MAYOR Al"lD COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the Mayor's action to authorize the City to donate the Fire equipment listed
in "Attachment A" is ratified by the Mayor and Common Council.
