1. That the Director of Development Services and the City Clerk be authorized to proceed with the
vacation of a portion of the north/south Alley located between 2nd Street and Rialto Avenue, West
of "I" Street (Caldwell Alley);
AND
2. That Plan No. 10050 showing the proposed vacation of a portion of the north/south Alley located
between 2nd Street and Rialto Avenue, West of "I" Street (Caldwell Alley) is approved.

Staff Report
SUBJECT:
Authorization to Proceed & Approval of Plan No. 10050, for the vacation of a portion of the
north/south alley located between 2nd Street and Rialto Avenue, west of "I" Street (Caldwell
Alley).
BACKGROUND:
On August 26, 1999, this office received a letter from Metrolink requesting the closure of a
portion of the north/south alley located between 2nd Street and Rialto Avenue, west of "1" Street
(Caldwell Alley). As stated on the attached letter from Metrolink, the purpose of this closure is
to rehabilitate this segment of the line "to extend the current Metrolink service into the
downtown area and provide San Bernardino residents with a successful alternative means of
transportation." The Caldwell Alley crossing is not a major arterial and carries little to no traffic.
Upon approval of the authorization to proceed, Metrolink will incorporate the appropriate K-rail
with fencing to preclude vehicular traffic from crossing this segment of the track. As shown on
the attached map, the adjoining parcels would have access either from Rialto Avenue, "I" Street
or 2nd Street.
The applicant has paid $1,000, which is the total amount for the completion of the vacation
proceedings.
If authorization to proceed is given, staff will contact all City Departments, the various utility
companies and adjacent property owners to determine if any conflicts or objections exist. The
results of the investigations will be presented prior to the legal proceedings of the vacation.
FINANCIAL IMPACT:
None. The applicant has paid the total amount of $1,000 for the completion of the vacation
proceedings.
RECOMMENDATION:
Staff recommends that authorization to proceed with the proposed vacation is given and that Plan
No. 10050 be approved.

The Southern California Regional Rail Authority (SCRRA) on behalf of the San
Bernardino Associated Governments (SANBAG) is currently under contract with the
consulting fIrm of Daniel, Mann, Johnson, & Mendenhall (DMJM) to provide fInal
engineering for the reconstruction of the fIrst mile of the former Burlington Northern
Santa Fe (BNSF) Redlands branch line track.
This reconstruction of the fIrst mile will include complete track rehabilitation of new rail,
concrete ties and ballast, as well as improved drainage, crossing surfaces and new
automatic warning devices at the crossings. The rehabilitation of this segment of the line
is to extend the current Metrolink service into the downtown area and provide San
Bernardino residents with a successful alternative means of transportation. In order to
achieve this goal, it is very critical that safety considerations be made in the design and
upgrading of this segment of track. The elimination of unnecessary minor crossings is
always one of the fIrst considerations in the evaluation of a corridor upgrade. This
would benefIt all interested parties in that budgeted dollars could be better spent
upgrading the other crossings with a high ADT, creating safer and smoother transitions
for the motoring public. In order to leave this crossing opened to the public it would have
to be upgraded with a new crossing surface and automatic warning devices. This would
entail an investment of around $350,000 on such a low density street and create
additional noise to the residents in the area.
This letter is to formally request the permanent closure of the Caldwell Alley crossing of
this line of track. The crossing, designated by PUC No. 2U-OA, is not a major arterial
and carries little to no traffic at all. If agreeable to City of San Bernardino, we will
incorporate the appropriate K-rail with fencing to preclude vehicular traffIc from crossing
this narrow and skewed segment ofthe track.
